MINUTE ORDER NO. 91-54 (2096) <br /> MATTER OF PROPOSED GUIDELINES FOR <br /> REVIEW OF PROPOSED COMMUNITY DEVELOPMENT <br /> BLOCK GRANT PROJECTS BY THE <br /> HUMAN RESOURCES COMMISSION <br /> On motion by Council Member Polvorosa who moved its approval , seconded by <br /> Council Member Corbett and carried by the following called vote, the City <br /> Council approved the Proposed Guidelines for Review of Proposed Community <br /> Development Block Grant Projects by the Human Resources Commission. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> H. Matter of Nomination of Member to Board of Zoning Adjustments (District <br /> 2) - Nomination Pending <br /> This matter is still pending. <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Adoption of City Manager's Proposed Budget, 1991-92, Fiscal <br /> Year, Including Consideration of Proposed Changes in Various Fees. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, said the proposed City Budget <br /> for fiscal year 1991-92 is $56. 1 million in expenditures. He said <br /> revenue is anticipated to be $55.8 million plus $300,000 in reserves. <br /> He said no increases in taxes or major new revenue categories are <br /> proposed in the budget. He said there are some increases in existing <br /> fees, and that staff reviews fees every year and adjusts them as <br /> necessary to keep pace with inflation, reflect City costs, and ensure <br /> the City's fees are in keeping with those charged by other <br /> jurisdictions. He said each fee category had been reviewed and this <br /> public hearing had been noticed and information sent to interested <br /> parties. He then reviewed fees for the various departments. <br /> The City Council asked a number of questions regarding the fees related <br /> to the Planning Division of the Planning and Building Department. Mr. <br /> Jermanis said, although the increases were sizable for the various <br /> types of applications, they reflected what the City's true cost in <br /> processing applications. He said they still did not provide for full <br /> cost recovery. <br />
