Matter of League of California Cities East Bay Division Resolution <br /> Designating Urban Growth to Cities. <br /> Council Member Santos said the East Bay Division of the League of <br /> California Cities had taken emergency action to support this Resolution. <br /> He said there is a conflict between cities and counties as to where <br /> growth should occur. <br /> Council Member Corbett asked if this Resolution would not force <br /> development in cities. <br /> Council Member Santos said cities and counties should form a partnership <br /> to manage growth. He said cities need to take a strong role in managing <br /> growth. <br />
