MINUTE ORDER NO. 91-59 (2070/1352) <br /> MOTION TO RETAIN ACAP AS A <br /> SEPARATE JOINT POWERS AUTHORITY <br /> On motion by Council Member Perry who moved its approval , seconded by Council <br /> Member Glaze and carried by the following called vote, the City Council approved <br /> the motion to retain ACAP as a separate Joint Powers Authority. (Also, see <br /> Resolution No. 91-144 and Minute Orders No. 91-58 and No. 91-60.) <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> J. MINUTE ORDER NO. 91-60 (2070/1352) <br /> MOTION TO VOTE TO WITHDRAW FROM ACTEB <br /> On motion by Council Member Perry who moved its approval , seconded by Council <br /> Member Glaze and carried by the following called vote, the City Council approved <br /> the motion to withdraw from ACTEB. (Also, see Resolution No. 91-144 and Minute <br /> Orders No. 91-58 and No. 91-59. ) <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> K. Matter of League of California Cities East Bay Division Resolution <br /> Designating Urban Growth to Cities. <br /> Council Member Santos said the East Bay Division of the League of <br /> California Cities had taken emergency action to support this Resolution. <br /> He said there is a conflict between cities and counties as to where <br /> growth should occur. <br /> Council Member Corbett asked if this Resolution would not force <br /> development in cities. <br /> Council Member Santos said cities and counties should form a partnership <br /> to manage growth. He said cities need to take a strong role in managing <br /> growth. <br />
