Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 30 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett said she was still concerned and felt that <br /> Criteria #6 should more specifically state that vehicular traffic would <br /> not be allowed. <br /> The City Council discussed how such a Condition could be worded. Mike <br /> Riback, Assistant City Attorney, said the process tonight was a rezoning <br /> and that all of these additional concerns would be discussed as part <br /> of the EIR and the General Development Plan. He said these criteria <br /> are appropriately somewhat general in nature. He said they provide some <br /> guidance and some limitations and restrictions but they also give the <br /> Council a degree of flexibility, which is important for the Council to <br /> reserve in order to adequately study a future proposal . <br /> Council Member Corbett said she felt it was important to have wording <br /> to the effect that vehicular access will be excluded to the extent that <br /> it will not be compatible with the habitat. <br /> Martin Vitz said access is a multi-lateral consideration among the <br /> various property owners and agencies which would be reviewing the <br /> proposal . <br /> Council Member Glaze withdrew his motion and Council Member Santos <br /> withdrew his second in order that the City Council might vote on the <br /> Resolution Certifying the Supplemental Environmental Impact Report. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-152 (1099) <br /> RESOLUTION MAKING FINDINGS PURSUANT TO THE <br /> CALIFORNIA ENVIRONMENTAL QUALITY ACT AND <br /> CERTIFYING SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT <br /> Introduced by Council Member Glaze who moved its adoption, seconded by Council <br /> Member Santos and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
