Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 30 -
PUBLIC HEARINGS (continued)
Council Member Corbett said she was still concerned and felt that
Criteria #6 should more specifically state that vehicular traffic would
not be allowed.
The City Council discussed how such a Condition could be worded. Mike
Riback, Assistant City Attorney, said the process tonight was a rezoning
and that all of these additional concerns would be discussed as part
of the EIR and the General Development Plan. He said these criteria
are appropriately somewhat general in nature. He said they provide some
guidance and some limitations and restrictions but they also give the
Council a degree of flexibility, which is important for the Council to
reserve in order to adequately study a future proposal .
Council Member Corbett said she felt it was important to have wording
to the effect that vehicular access will be excluded to the extent that
it will not be compatible with the habitat.
Martin Vitz said access is a multi-lateral consideration among the
various property owners and agencies which would be reviewing the
proposal .
Council Member Glaze withdrew his motion and Council Member Santos
withdrew his second in order that the City Council might vote on the
Resolution Certifying the Supplemental Environmental Impact Report.
The following Resolution was then introduced:
RESOLUTION NO. 91-152 (1099)
RESOLUTION MAKING FINDINGS PURSUANT TO THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT AND
CERTIFYING SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT
Introduced by Council Member Glaze who moved its adoption, seconded by Council
Member Santos and carried by the following called vote:
AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos;
Mayor Karp ( 7 )
NOES: None ( 0 )
ABSENT: None ( 0 )
