Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 29 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Santos asked questions regarding the discussions with <br /> East Bay Regional Park District. <br /> Council Member Glaze asked if Citation had talked with homeowners <br /> associations in the area. <br /> Mr. Alvarez said yes and that the General Development Plan would include <br /> a process for receiving input from the homeowners associations. <br /> There being no further comments from the public, on motion of Council <br /> Member Faria, seconded by Council Member Glaze, and carried unanimously, <br /> the Public Hearing was closed. <br /> Council Member Santos reviewed the testimony that had been received <br /> during the course of the meeting and said many hours have been spent <br /> in attempting to develop a policy for this property that makes sense <br /> for the community. He said it has taken many years to develop a policy <br /> and a definitive program that will protect the wildlife and the habitat <br /> in the area. He noted that the property could be developed at any time <br /> under the existing I-2 zoning. He said negotiations have been long and <br /> difficult, and he believes there will be a policy for the whole area <br /> that will benefit the community. <br /> Council Member Glaze spoke regarding the density requirement. He said <br /> the Council had learned with the Marina High School site that it was <br /> better to look at the General Development Plan and then decide what type <br /> of density was desired. Council Member Santos concurred. <br /> Council Member Faria said the General Development Plan would be where <br /> the City Council would make decisions related to density. <br /> Council Member Corbett said she disagreed. She felt the S District was <br /> enacted to allow the City Council to make these types of conditions and <br /> she felt it was appropriate to have the density limit be part of the <br /> Conditions. Council Member Perry concurred. <br /> Council Member Glaze made a motion to approve the zoning with the <br /> deletion of wording in Criteria #13 related to density and the addition <br /> of proposed Criteria #15. <br /> Council Member Santos seconded the motion. <br /> There was then considerable discussion by the City Council . <br /> Council Member Corbett said she had concerns related to Condition #6, <br /> access to the site. She said she was concerned that there was no <br /> specific statement on how access would be developed and how the habitat <br /> area would be protected. <br /> Other members of the City Council said that this matter would be <br /> addressed in the General Development Plan. <br />
