Matter of PD-89-10; Planned Unit Development (General Development and <br /> Precise Development Plan Combined); a Proposal to Construct 126 <br /> Detached, Single-Family Residential Units on the 60-Acre Site Formerly <br /> Occupied by the San Leandro Rock Quarry; Assessor's Parcel Numbers 79- <br /> 100-001, 002; 13575 Lake Chabot Road; Signature Properties, Inc. ; <br /> Alameda County - °A° (Agricultural). <br /> Council Member Faria did not participate in the Public Hearing on this <br /> matter, in accordance with State law, because his home is located within <br /> 300 feet of the project site. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Mayor Karp explained that previously there had been a Public <br /> Hearing on this Planned Development before the City Council and nine <br /> specific areas of City Council concern had been referred to the Planning <br /> Commission for further review and recommendations. He said the Planning <br /> Commission, after a Public Hearing, recommended approval of the revised <br /> project to the City Council . <br /> Martin Vitz, City Planner, read the nine issues that had been referred <br /> to the City Council , as follows: <br /> 1 . The design and improvement of the westerly access road along the <br /> fault trace and possible relocation of that roadway off of the fault <br /> trace; <br /> 2. The number of disaster supply storage structures (ARKs) which are <br /> appropriate for this neighborhood; <br /> 3. The enforceability and adequacy of the landscaping conditions of <br /> approval both in terms of the authority of the homeowners association <br /> to enforce the CC&Rs and the ability of the City to enforce through <br /> criminal or civil process the conditions of approval ; <br /> 4. The necessity and scope of work for independent engineering <br /> inspection services during all phases of grading operations and soils <br /> work. Included within this is the requirement for independent <br /> engineering peer review of the grading plans; <br /> 5. Standards and requirements for structural engineering of each home; <br /> 6. Requirements for specific foundation type and structural requirements <br /> for veneers, chimneys, garages and similar appurtenances; <br /> 7. Determination whether the structural design requirements should <br /> exceed the Uniform Building Code standards and if so by what degree; <br /> 8. The impact of the project on the view from Lake Chabot and other <br /> mitigation measures beyond the use of landscaping; <br /> 9. Additional variations in the housing design and elevations and <br /> additional review of street and open space planting and design. <br />
