Minutes - San Leandro City Council Meeting - July 22, 1991 Page - 4 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Vitz said that at the conclusion of the Public Hearing before the <br /> Planning Commission, changes to the project were made by the Commission, <br /> as well as by the applicant, in response to the nine issues. <br /> He described the changes, including: <br /> 1 . The westerly access road has been shifted to the east as it comes <br /> up the hill to move it off the fault trace; this change resulted in <br /> the elimination of one lot. <br /> 2. Two cross streets were modified to terminate in cul -de-sacs instead <br /> of through streets, resulting in the elimination of four lots and <br /> an increase in landscaping and open space through the center of the <br /> project. <br /> 3. An additional emergency supply ARK has been included in the project. <br /> 4. The number of trees included in the landscaping has been <br /> significantly increased. <br /> 5. A fifth floor plan with three elevations has been added. <br /> 6. Kaldveer and Associates have provided additional conditions related <br /> to engineering requirements. <br /> Mr. Vitz then responded to each of the nine areas of concern expressed <br /> by the City Council in detail . <br /> Mr. Vitz described the City Council field trip to the site taken <br /> immediately preceding tonight's City Council meeting. He noted that <br /> the Planning Commission recommends approval of the project. <br /> The City Council asked questions regarding mitigation measures utilized <br /> beyond the use of landscaping. Mr. Vitz said the mitigation proposed <br /> included increased open space, the use of cul -de-sacs, and a fifth floor <br /> plan. The City Council asked if the brightness of the roofs and colors <br /> of the buildings would make them highly visible. Mr. Vitz said a <br /> condition could be added to address this issue. The City Council asked <br /> how the geotechnical engineer would be selected to supervise the grading <br /> and soils work on the site. Mr. Vitz said a process would be set up <br /> to select a qualified engineer. Mrs. Catalano said she had been in <br /> touch with the City of San Francisco regarding the engineer assisting <br /> them in their reconstruction work. <br /> Jim Ghielmetti , owner of Signature Homes, the applicant on the project, <br /> introduced Richard Frisbee, the Land Planner. Mr. Frisbee discussed <br /> the relocation of the main entrance and access road, the additional ARK, <br /> and the inclusion of cul -de-sacs. He said the elimination of four lots <br /> in the middle of the plan provides an additional one-half acre of open <br /> space. He said the homes are not all lined up on the same axis, which <br /> will reduce the mass and aid the visual aspect of the site. <br />
