Minutes - San Leandro City Council Meeting - July 22, 1991 Page - 5 - <br /> PUBLIC HEARINGS (continued) <br /> The City Council asked questions regarding the location of the <br /> additional ARK, the curves in the streets, and the relationship between <br /> the drought and construction of the building foundations. <br /> Al Borel , the Dahlin Group, described the fifth floor plan. He said <br /> it avoids large expanses of two-story walls, providing different roof <br /> heights and articulation on all four sides of the house. He said the <br /> roof colors will be medium to dark grays and browns. <br /> Frank Dunbar, Landscape Architect, described the various view impact <br /> issues. He described the view of the site from the Bass Cove Trail at <br /> Lake Chabot and the screening for the project. In response to questions <br /> from the City Council , he discussed the species of trees to be planted, <br /> described their growth rate and patterns, and discussed the reasons for <br /> the selection of various species. <br /> Mr. Vitz summarized the nine areas of concern. <br /> The Hearing was then opened to the public. <br /> John O'Donnell , East Bay Regional Park District, read a Park District <br /> resolution inviting the City Council to view the project site from the <br /> park. He said the District has strong concerns regarding the visual <br /> impact on the lake. The City Council noted that the plans for <br /> residential development of the quarry site are long-standing. They <br /> asked why the Park District did not express concern prior to this <br /> Hearing. <br /> Maxine Turner, East Bay Regional Park District, said the District tries <br /> to balance competing needs of cities in reviewing developments of this <br /> nature. She displayed slides which she said illustrated the visibility <br /> of the project site from the Bass Cove Trail in the park. She said the <br /> Board of Directors appreciates the difficult decisions in trying to plan <br /> community needs. She requested design guidelines to vary the horizontal <br /> amphitheater effect and roof lines of the houses, and requested the use <br /> of non-reflective materials for walls and roofs and that these types <br /> of design guidelines be added to the CC&R's. The City Council asked <br /> whey they had not been invited to visit the site by the Park District. <br /> Mrs. Turner said it was her understanding that other citizen groups had <br /> extended an invitation. <br /> Gregory Hickey, 15400 Montreal Avenue, San Leandro, said he is opposed <br /> to the project. He said he was concerned when the City Council removed <br /> a condition on a different project and was concerned with the process <br /> involved in this project. <br /> John Gonsalves, 744 Joaquin Avenue, San Leandro, said he is opposed to <br /> the project. He said he does not like time limits and seating <br /> requirements. He said the developer had more time to speak than <br /> citizens. He expressed concern regarding the possibility of taxes going <br /> up, declining City services, and the elimination of open space. <br />
