He said the situation should be <br /> looked at logically. He said he would rather see trees and a few houses <br /> than the existing quarry. He said more executive housing is needed in <br /> San Leandro. <br /> Val Gill , 14741 Kraft Street, San Leandro, said many years ago Lake <br /> Chabot was closed to the public, and the City of San Leandro formed a <br /> committee to get it opened. He said San Leandro has more open space <br /> than many other cities its size. He said many years ago the City wanted <br /> to close the quarry to eliminate truck traffic and the County quarry <br /> permit provided for grading for residential development. He said <br /> residential development has been planned for the quarry site for many <br /> years. <br /> Audrey Gootrad, 2145 Hillside Drive, San Leandro, said San Leandro needs <br /> executive homes. She said she and her neighbors support the project. <br /> Mark Behning, 725 Joaquin Avenue, San Leandro, said the project is too <br /> close to the lake to mitigate impacts. He said the site model and <br /> slides do not show what the landscaping will actually look like, are <br /> probably not to scale, and do not accurately display what the site will <br /> look like in 15 years. He said the City Council should view the site <br /> from Bass Cove Trail . He said approval of the project will add to urban <br /> sprawl . He said this is the Council 's opportunity to make a statement <br /> that it is not always big business that counts, but the concerns of the <br /> citizens. <br /> Gary Zimmerman, 2113 Manchester Road, San Leandro, said the proposed <br /> project was the same as that previously proposed and impacts from the <br /> project have not been mitigated. He said San Leandro and the East Bay <br /> get nothing from this project and compared it to Walpert Ridge and Ruby <br /> Hill and the open space and other requirements placed upon the <br /> developers of those projects. He said the project will create a loss <br /> of revenue and will cost the City to provide services. He said tours <br /> were offered to the City Council and Planning Commission in 1990 by <br /> citizens groups, but the City had declined the offer. <br /> Martin Francis asked questions regarding the ingress to the development <br /> and expressed concern that only one road is provided. <br /> Jim Campbell , Castro Valley, said this seems to be a political process. <br /> He said the City Council should be very concerned about losing the trust <br /> of the public. He said the nine points address a narrow field of <br /> questions. He said maximizing the use of landscaping is a good <br /> corporate strategy but not a good community strategy and that the homes <br /> are stacked up layer after layer. He said the City Council should <br /> reject the project. <br />
