Minutes - San Leandro City Council Meeting - July 22, 1991 Page - 8 -
PUBLIC HEARINGS (continued)
Michael Gonsalves, 810 Lee Avenue, said mitigation of the visual impact
will take too long. He said the design is wrong and he doesn't believe
this is the only thing that can be done with this site. He said it
should be open space.
John Carlson, 721 Joaquin Avenue, San Leandro, said he had circulated
petitions in opposition to the project and had obtained over 500
signatures from residents all over San Leandro. He said he is dismayed
by the process and feels he has not been given equal opportunity to
oppose the developer's views.
Frances Laible, 1686 Graff Road, San Leandro, said it is unfortunate
that this project is being swept up with Dunsmuir Heights and other
projects, instead of just what's good for San Leandro. She said the
scar from the quarry is ugly. She said San Leandro needs housing and
many good things come from development.
Michele Holt, Stockton, said she uses the park frequently, as do people
from all over the world. She said people come to the area to get away
from houses, not to see them. She asked that the site be preserved.
Jeffrey Taylor, 299 Broadmoor Boulevard, said campaign promises had been
made in the last election and the City Council should vote for the good
of the people. He asked why no cherry trees were included in the
landscaping.
Chuck Fugel , Business Manager of the Plumbers' Union, said there is a
need for housing in San Leandro. He said for each delay, prices
increase and noted how rapidly prices for homes have risen in other
communities. He said the mitigation has been handled well and it is
time to get moving.
Margaret Carlson, 721 Joaquin Avenue, San Leandro, said she had helped
collect petition signatures. She felt the three-minute time limit was
unfair when the developer had unlimited time to speak. She said the
City had been invited to view the site from the lake. She said she is
a gardener and feels view and trees don't mix. She said the conditions
of the CC&R's would be difficult to enforce and trees would not grow
as proposed because of the drought.
Richard Laible, 1686 Graff Street, San Leandro, said promises had been
made that the quarry operation would be eliminated and housing would
be built on the site . He said a commitment has been made for housing.
He said the nine points referred to the Planning Commission came from
the City Council . He said the project proposed as a result of the
Commission's review of the nine points is a much better project than
it was before. He said the City Council has done an excellent job and
San Leandro desperately needs this development.
