Minutes - San Leandro City Council Meeting - July 22, 1991 Page - 9 -
PUBLIC HEARINGS (continued)
Jeff Houston, 1465 Burkhart Avenue, San Leandro, said this issue is very
important to a lot of people in San Leandro. He said this is a bad
project and the citizens of San Leandro do not support it. He said the
visual impact of houses would ruin Lake Chabot and requested that the
quarry site be turned into open space with native vegetation.
Doris Porth, Chamber of Commerce, said the process for the Hearing was
democratic and the three-minute limit gave everyone a chance to speak.
She said the developer has responded to the concerns of the City
Council . She said the Chamber invited the opponents of the project to
a meeting but they did not attend. She said the Chamber of Commerce
supports the project.
Susan Goodman, President, Broadmoor Neighborhood Association, said the
surface-mining permit for the quarry site did not commit to future
housing. She said the proposed development is a concern for both the
City and the regional community. She said this is a not a housing
debate - this is an inappropriate development. She said open space
helps make a quality community and asked the City Council to stand for
our future.
Ellen Geis, President, Estudillo Homeowners Association, said the
development had been discussed in the Association's January and April
newsletters and neither she nor the Board Members had received calls.
She said the Board is not taking a stand on the project, but if the
development is constructed, they want left-turn signals at Estudillo
and Bancroft to be a required mitigation measure.
Toni Reynolds, 88 St. Mary Avenue, San Leandro, said the site can be
seen from any elevation on the Bass Cove Trail . She expressed concerns
about the ability to water landscaping, lack of adequate play areas for
children, the number of families that may live in one home, and hazards
to school children on Lake Chabot Road.
Paul Merrick, 3058 Revere Avenue, Oakland, President Sheffield Village
Homeowners Association, said he does not support the project. He said
this is the same plan as a year ago and it provides nothing for the
community. He expressed concern regarding the absence of simulations
of the site from the lake.
Christine Scobee, 495 Fortuna Avenue, San Leandro, said the San Leandro
General Plan lists key issues for the future including community
cohesiveness, appearance and identity, security, social and cultural
life, and economic vitality and opportunity, and this project fails to
respond positively to any of these issues. She said the project will
create risk to life and property, devastating impacts on the lake, and
community disharmony.
Kai Bender, 261 Begier Avenue, San Leandro, said he would like to see
open space preserved.
