Jorgensen of Determination of Board of <br /> Appeals Decision Regarding 227-37, 45, 51, 59 East 14th Street and 112- <br /> 114-116-120 Garcia Avenue, San Leandro, CA (appeals Determination of <br /> Board of Appeals related to application of requirements of the City's <br /> Unreinforced Masonry Building Program to the Mission Bell Apartments <br /> and Stores) . <br /> June Catalano, Planning & Building Director, reviewed the history of <br /> the City's Unreinforced Masonry Buildings Compliance Program. She <br /> provided background on the creation of the program and described the <br /> current requirements. She noted that Mr. Jorgensen had hired EQE <br /> Company to prepare the required engineering analysis of his building <br /> and said the City had not received the engineering report yet. She <br /> said Mr. Jorgensen had appealed to the Board of Appeals the <br /> determination made by the Building Official that the Mission Bell <br /> Apartments and Stores constitute an Unreinforced Masonry Building <br /> (URMB) , as defined by the City's Ordinance, and said the Board had <br /> denied the appeal . <br /> She said Mr. Jorgensen had appealed the Board's denial to the City <br /> Council . She said Mr. Jorgensen was requesting an eight-month extension <br /> to submit his engineering report; the ability to develop his own <br /> timeline for retrofit, but with at least two additional years in <br /> addition to the time provided by the City Ordinance; and approval to <br /> develop his retrofit program in accordance with the standards of the <br /> Uniform Code for Building Conservation (UCBC) , rather than the standards <br /> in the City's Ordinance. <br /> Ms. Catalano noted that Mr. Jorgensen's request would require an <br /> amendment to the City Ordinance. She introduced Bruce Cameron, JWD <br /> Engineers, and said he would be able to answer technical questions for <br /> the City Council . <br /> Council Member Faria said he had heard there was a group of Building <br /> Officials who had developed building standards that are different from <br /> the City's URMB Standards. <br /> Mr. Cameron said the Structural Engineers Association had developed some <br /> guidelines, but it is up to each individual city to develop its own <br /> standards. He said San Leandro's standards are in the middle in terms <br /> of strictness. <br /> Steve Meyers, City Attorney, said the City's Ordinance providing for <br /> retrofit of URMB's, adopted in February of 1990, was delayed by 180 <br /> days, as directed by the City Council . He said the Ordinance requires <br /> that a property owner provide a structural analysis within one year of <br /> service and order. He said the subject of the appeal before the City <br /> Council tonight was the Building Official 's determination that Mr. <br /> Jorgensen's building is a URMB.
