Minutes - San Leandro City Council Meeting - August 19, 1991 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry asked for follow-ups regarding last year's <br /> questions, and also asked questions related to the number of residents <br /> participating in the Lifeline rates and the requirements for proof of <br /> eligibility. She thanked United Artists for installing the cable <br /> terminal boxes in the Washington Square area, but noted that they are <br /> in need of maintenance. She said there seem to be less choices for <br /> cable subscribers with regard to the premium channels. Mr. Lacey <br /> described the basic service and the Plus Service. <br /> Council Member Perry asked if there are still areas of San Leandro <br /> without cable service. Mr. Lacey said he could only recall one home <br /> in the City without service. He said that home is across some railroad <br /> tracks and access to the home would be very costly. <br /> Council Member Perry asked if Mr. Lacey knew what would happen to cable <br /> equipment as a result of the Bay Far BART expansion. <br /> Bruce Muller of United Artists Cable TV said BART will be moving a power <br /> pole with cable equipment on it, to facilitate the expansion. <br /> Council Member Perry asked about program availability for community <br /> needs. Council Member Glaze said that the studio in Hayward is quite <br /> far for San Leandro groups to use, and is not accessible to students <br /> in San Leandro. <br /> Mr. Lacey said that their remote facilities are available for service <br /> within the City. <br /> Council Member Santos said he has been disappointed over the years in <br /> the system and programming for the community. He said he would prefer <br /> a more competitive system. He commented that the Lifeline rates are <br /> only discounted 15% and he would have liked to have seen United Artists <br /> take the lead in offering a substantially reduced rate for Lifeline <br /> customers. He suggested the company could approach public agencies for <br /> funding of the installation costs. <br /> Council Member Corbett asked about last year's complaint that the <br /> service was not available to commercial establishments . <br /> Mr. Lacey said that there have been no requests for service in <br /> commercial establishments since last year. He said this is a very low <br /> density customer base. <br /> Council Member Corbett asked about the projected construction for 1991- <br /> 1992, as documented in the report provided by U.A. , including completion <br /> to four restaurants in the Marina Area. <br /> Mr. Lacey explained that this is required by franchise and is not part <br /> of the normal commercial request. <br />
