Minutes - San Leandro City Council Meeting - August 19, 1991 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> Council Members Santos and Glaze said they felt the community had been <br /> "sold a bill of goods" when cable came to San Leandro. They said the <br /> cable industry has a monopoly and the cable industry is eroding. <br /> Council member Glaze said the cable industry has not responded to the <br /> demands of the public for better rates and better service, and he sees <br /> the telephone companies as strong future competitors for cable services. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Santos, and carried <br /> unanimously, the Public Hearing was closed. <br /> Mark Adcock said he will complete a list of the issues brought up during <br /> the public hearing, discuss these issues with Mr. Lacey, and return a <br /> report to the City Council . <br /> B. Matter of Appeal by Tony Lizotte of the Board of Zoning Adjustments' <br /> Denial of V-91-01; Variance to Permit Addition to the Front of the Home <br /> to Encroach 10 Feet Into the Required <br /> 40-Foot Front Yard; 440 Breed Avenue; Assessor's Parcel Number 76-283- <br /> 26; Tony and Carolyn Lizotte; R-1-B-1 (Single-Family Residence <br /> Combining) District. <br /> - Letter Opposing V-91-01 from Mr. and Mrs. Barajas, 432 Breed Avenue. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate City Planner, described the property <br /> in question, 440 Breed Avenue, and discussed the homeowner's application <br /> for a variance to extend the front of the home 10' into the 40' required <br /> front set-back. He said the property is within the North Area general <br /> plan area, and the maintenance of the 40' set-back is intended to <br /> maintain the unique character of this 12 block residential area. <br /> Council Member Corbett asked if the home could be expanded at the rear, <br /> to the rear property line. She also asked if the proposed second floor <br /> expansion could be completed within the existing set-back, without the <br /> variance. She asked if there were any other variances into the 40' <br /> set-back within the 12 block area. <br /> Mr. Weisbrod replied that the property is at least 30' deep to the <br /> rear, but there is a cottage and a detached garage within this area. <br /> He said the second floor addition could be constructed without allowing <br /> the variance into the 40' set-back. He stated that, for the most part, <br /> the other homes in the area have only porches or landscaping within the <br /> 40' set-back. <br /> Mayor Karp asked if the appellants are being deprived of any rights <br /> enjoyed by any other residents in the area with regards to the variance <br /> into the 40' set-back. Mr. Weisbrod said they were not. <br />
