Minutes - San Leandro City Council Meeting - August 19, 1991 Page - 19 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Faria asked if the second story addition would be even <br /> with the front of the house. <br /> Mr. Weisbrod said that the front of the second story would set back <br /> behind the front of the proposed first floor. <br /> Mayor Karp invited the Lizottes to speak to the Council . <br /> Tony Lizotte, 440 Breed Ave. , introduced himself and his wife Carol . <br /> He said that they are long-time San Leandro residents and business <br /> owners. He said they want to live in San Leandro and raise their <br /> children in this City, they have a long record of service to the City, <br /> and Mr. Lizotte has been employed by the City. <br /> Mrs. Lizotte said they are aware that the City is concerned with the <br /> esthetics of the North Area. She said they want to stay on Breed Avenue <br /> because they enjoy the neighborhood and have a very good relationship <br /> with their neighbors. <br /> Mr. Lizotte said that, since their home is currently two bedrooms, one <br /> bath, they must expand to provide room for their family, and that is <br /> why they are asking for the variance. He said a number of their <br /> neighbors, who support their proposed improvements, were in the <br /> audience. <br /> Mrs. Lizotte said that the Barajas family, the only neighbors to send <br /> a letter to the City in opposition to the variance, had signed the <br /> Lizotte's petition for approval of the variance, and had told the <br /> Lizottes they were fully in favor of the addition to the home. <br /> Mayor Karp asked Mr. Lizotte if they were being deprived of any rights <br /> enjoyed by other homeowners in the area. <br /> Mr. Lizotte said they are, and addressed this issue on their variance <br /> application. He said the placement of their detached garage and a <br /> cottage to the rear of their home prevent them from expanding to the <br /> rear. He said their variance, if approved, will allow them to square <br /> off the front room of the home and allow for a stairway up to the <br /> proposed second floor. <br /> Mayor Karp stated that the Council must support findings to show that <br /> the Lizottes are being deprived of property rights of the front set- <br /> back that other neighbors enjoy. <br /> Mr. Lizotte said most of his neighbors homes have porches into the <br /> front set-back, and many have structures that are within the set-back. <br /> Mr. Lizotte showed slides of his neighborhood, illustrating this point. <br /> He then passed out a report from the F.A.A. showing the wind direction <br /> in the neighborhood, disputing the Barajas' complaint that their <br /> extension will block the southerly winds from their home. <br />
