Minutes - San Leandro City Council Meeting - September 3, 1991 Page - 5 - <br /> NEW BUSINESS (continued) <br /> Barbara Shockley, spoke regarding the Corps of Engineers' public notice. <br /> She said she was confused regarding the EIS process and the EIR process. <br /> She said it was her understanding that consultation with Federal <br /> agencies and joint document preparation was necessary. She said she <br /> felt the joint preparation was a good idea and avoided duplication. <br /> Martin Vitz, City Planner, said the Corps of Engineers has not yet <br /> decided if an EIS is necessary for the public notice which was issued. <br /> He said if it is determined that an EIS is necessary, it would be <br /> possible to combine the EIS and the EIR into one document. He said if <br /> the Corps decides it is necessary to do a FONSI (Finding of No <br /> Significant Impact) the City will still be required to complete an EIR, <br /> so this contract has been proposed. He said he thinks it is appropriate <br /> to proceed with this contract now and shift to a joint EIR/EIS if <br /> necessary. <br /> In response to a question by Council Member Corbett, Mr. Vitz said this <br /> is not an uncommon procedure. <br /> Jeff Houston, 1465 Burkhart Avenue, said he is concerned that the City <br /> is rushing forward with this development. He said there are a lot of <br /> concerns that need to be addressed. He said he is concerned regarding <br /> a combined EIS/EIR. He said preparation of the EIS would take several <br /> weeks and the EIR would already be under way. He asked if anyone had <br /> considered the Corps of Engineers' notice and the impact it would have <br /> on the citizens of San Leandro. He asked, if the Corps goes ahead with <br /> its proposal , would it remove the dredge spoils. He said he would like <br /> to know if the City should be paying more attention to issues that <br /> affect the City of San Leandro, instead of rushing this project through <br /> because that is what the developer desires. <br /> Council Member Glaze said he didn't know if the entire City Council had <br /> received a full report on the Corps of Engineers' notice. He said he <br /> agreed that the removal of the dike does create an impact, particularly <br /> as it relates to trucks using Lewelling Boulevard. <br /> Mayor Karp said the item before the City Council was a Resolution <br /> approving a contract for preparation of an EIR. He said Mr. Houston <br /> had come into his office asking for information but that information <br /> had not yet been presented to the City Council . He asked that the <br /> discussion get back to the matter at hand. <br /> Mr. Houston said he felt that the City was ignoring him and doing <br /> everything the developer wanted. Mayor Karp said Mr. Houston could not <br /> request a public meeting on everything else and then request a private <br /> meeting for himself. <br />
