Minutes - San Leandro City Council Meeting - September 16, 1991 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> Council Member Perry said she understands Mr. Noel 's concerns, but most <br /> business owners on East 14th Street felt the costs involved in renaming <br /> the street were not feasible. She said any ideas that he and his <br /> neighbors have on a low-cost way to improve East 14th Street would be <br /> welcome. <br /> B. Joe Walsh, 1096 Begier Avenue, asked if the City knew what the plans <br /> are for the Evergreen Nursery on San Leandro Boulevard. <br /> John Klein, Development Department Housing Coordinator, said he had met <br /> with the property owner's daughter and her husband. He said they are <br /> interested in developing residential property in the form of <br /> condominiums for sale and are looking at approximately 30 units. <br /> However, he said they feel the financial market is not conducive to <br /> development at this time and they have no immediate plans. <br /> Mr. Walsh said there is concern in the neighborhood about making any <br /> changes in zoning that would affect the wonderful character and <br /> uniqueness of the neighborhood and that this should be taken into <br /> consideration. <br /> C. John Justino, 1211 - 147th Avenue, President of Halcyon-Foothill <br /> Homeowners Association, Inc. , spoke regarding the following items. <br /> - Mr. Justino said the Homeowners Association has $800 to donate to <br /> put trees and benches in along the Halcyon strip park and asked when <br /> the work would be done. <br /> - Mr. Justino said he was concerned about people parking cars for sale <br /> at Halcyon Park and requested that restricted parking be installed <br /> at the Park to eliminate this practice. <br /> - Mr. Justino spoke regarding difficulties in exiting from the <br /> Dillo/Adason area because people are making right turns from <br /> Hesperian. The timing of the signals on Hesperian and Halcyon is <br /> not sufficient to allow exiting across Halcyon from these side <br /> streets. <br /> - Mr. Justino said he noted grocery stores in Vancouver require that <br /> people pay $.25 in order to utilize a shopping cart and are refunded <br /> their money when they bring the cart back. Council Member Santos <br /> said he thinks this is a good idea and has mentioned it before, but <br /> he thinks the fee should be $1 .00. Mr. Justino said the Cost-Less <br /> Store that is going into the old Petrini 's site is considering this <br /> idea. <br /> D. Helen Shelton, owner of property at 235-37-39 Bancroft Avenue, thanked <br /> the City Council for calling the public meeting on the undergrounding <br /> of the utilities on Bancroft Avenue. She said the City Council has <br /> linked the undergrounding project with the Victoria Circle <br /> beautification project. Mayor Karp indicated this matter would be <br /> discussed under Public Hearings. <br />
