Minutes - San Leandro City Council Meeting - October 7, 1991 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> B. Tony Yacek, Yacek Plumbing, 1129-A San Leandro Boulevard, said he <br /> attended the September 12, 1991 , meeting regarding San Leandro Boulevard <br /> and Davis Street construction, and he said he did not get a lot of <br /> answers to his questions. He asked if the City is involved in this <br /> project. He said he was told the project was entirely a State project. <br /> He said he feels staff should be talking to property owners because they <br /> have complaints. He said there are no traffic signs, and he said he <br /> tried to use his back gate for access to his property but piles of <br /> concrete and asphalt have been deposited behind his gate on the railroad <br /> property. He said staff told him that since this was railroad property <br /> nothing could be done, but he felt the railroad should have to clean <br /> up their property. <br /> Mayor Karp said staff would contact Mr. Yacek in the morning and resolve <br /> his problems. <br /> Mr. Yacek thanked Council Member Corbett for assisting him in this <br /> matter. <br /> C. Susan Goodman, 498 Superior Avenue, representing the San Leandro <br /> Coalition for Responsible Planning, requested that the City Council <br /> accept the certification of the City Clerk related to the Chabot Terrace <br /> Referendum and repeal the Ordinance prezoning the property. <br /> D. Rich Milan, President of San Leandro Fire Fighters' Association, spoke <br /> regarding the Fire Fighters' contract. He said he wished to express <br /> the Association's dissatisfaction with the negotiating process. He said <br /> the Association had no choice but to accept the contract. He said when <br /> they reached an impasse with the City they exercised their legal right <br /> to go to mediation. However, he said the City denied their retro-active <br /> pay as punishment for going to mediation. He said the City's negotiator <br /> had that the Fire Fighters' Association canceled meetings or did not <br /> attend scheduled meetings. He said, in fact, the Fire Fighters' <br /> Association told the negotiator they were willing to meet nights or <br /> weekends. He reiterated that they were unhappy with the process and <br /> with the denial of retro-active pay. He said no one in City Hall <br /> understands their situation. He said they give 100%o to the citizens <br /> of the community. He said they hoped the City Council takes steps to <br /> ensure that this type of situation does not occur in the future. <br /> E. John Vargas, 872 Portola Drive, said he has been involved in several <br /> negotiations, and he said no retro-active pay is unheard of. He said <br /> negotiations don't always end on time, but retro-active pay is always <br /> provided. <br /> F. Joanne Mattoon, 3810 Monterey Boulevard, said she was also amazed to <br /> hear that no retro-active pay was provided. <br />
