Donald Smith, 109 Parrott Street, discussed problems he is encountering <br /> related to parking in front of his business. He said the people from <br /> DCARA, the deaf-advocacy group adjacent to his property, park in front <br /> of his business throughout the day. He said his customers and patients <br /> complain because they are ill and are not able to park close to his <br /> business. He said the DCARA people come out during the day to check <br /> the chalk marks and to move their cars around. He said this is ruining <br /> his business and requested that something be done. <br /> Mayor Karp requested that Mr. Smith talk to the Community Relations <br /> Representative to obtain assistance in resolving this matter. <br /> 6. CONSENT CALENDAR <br /> A. The minutes of the meeting of September 16, 1991 , were removed from the <br /> Consent Calendar and approved as amended. <br /> B.
