MINUTES SAN LEANDRO CITY COUNCIL MEETING OCTOBER 21, 1991 The City Council of the City of San Leandro met in regular session in the City Council Chamber of the City Hall on the above date at 8:00 p.m. , Mayor Karp presiding. 1. CALL TO ORDER . 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ROLL CALL PRESENT: Council Members Corbett, Faria, Perry, Polvorosa, Santos; Mayor Karp ABSENT: Council Member Glaze 4. PRESENTATIONS A. Proclamation Declaring October 20-26, 1991, Red Ribbon Week to Support Drug Abuse and Alcohol Abuse Prevention Efforts Throughout the City. Mayor Karp presented the Proclamation to Kathy Ornelas of the San Leandro Police Department, and congratulated the Police Department and the community for their efforts in this important program. Officer Ornelas said studies have shown that experiments with cocaine and marijuana by youth have gone down significantly in the past five years, and it appears that the Just Say No to Drugs and Red Ribbon Programs are making an impact on youth. 5. PUBLIC COMMENTS A. Alton Gibbs, 2133 Nome Street, spoke regarding problems with people parking on sidewalks and lawns and parking the wrong way on streets. He said the Police Department does not cite these vehicles. He also said there are many vehicles in San Leandro with out-of-state licenses and that the owners of out-of-state vehicles must re-register them within 20 days of arrival in California. He also said motor homes and trailers park overnight at the Marina. This matter was referred to staff for investigation and resolution. B. Matter of the City Council Mobile Home Committee. - Fran Hirsch, Director of Property Management for Brandenburg, Staedler and Moore, Mission Bay Mobile Home Park, 333 West Santa Clara Street, Suite 1212, San Jose, spoke regarding the proposal to form a City Council Mobile Home Committee. She said the timing could not be worse for formation of this committee because the U. S. Supreme Court has just agreed to review the case of Yee vs.
