MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> OCTOBER 21, 1991 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City Hall on the above date at 8:00 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER . <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Perry, Polvorosa, Santos; <br /> Mayor Karp <br /> ABSENT: Council Member Glaze <br /> 4. PRESENTATIONS <br /> A. Proclamation Declaring October 20-26, 1991, Red Ribbon Week to Support <br /> Drug Abuse and Alcohol Abuse Prevention Efforts Throughout the City. <br /> Mayor Karp presented the Proclamation to Kathy Ornelas of the San <br /> Leandro Police Department, and congratulated the Police Department and <br /> the community for their efforts in this important program. Officer <br /> Ornelas said studies have shown that experiments with cocaine and <br /> marijuana by youth have gone down significantly in the past five years, <br /> and it appears that the Just Say No to Drugs and Red Ribbon Programs <br /> are making an impact on youth. <br /> 5. PUBLIC COMMENTS <br /> A. Alton Gibbs, 2133 Nome Street, spoke regarding problems with people <br /> parking on sidewalks and lawns and parking the wrong way on streets. <br /> He said the Police Department does not cite these vehicles. He also <br /> said there are many vehicles in San Leandro with out-of-state licenses <br /> and that the owners of out-of-state vehicles must re-register them <br /> within 20 days of arrival in California. He also said motor homes and <br /> trailers park overnight at the Marina. This matter was referred to <br /> staff for investigation and resolution. <br /> B. Matter of the City Council Mobile Home Committee. <br /> - Fran Hirsch, Director of Property Management for Brandenburg, <br /> Staedler and Moore, Mission Bay Mobile Home Park, 333 West Santa <br /> Clara Street, Suite 1212, San Jose, spoke regarding the proposal to <br /> form a City Council Mobile Home Committee. She said the timing could <br /> not be worse for formation of this committee because the U. S. <br /> Supreme Court has just agreed to review the case of Yee vs. <br />
