Minutes - San Leandro City Council Meeting - October 21, 1991 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> Escondido, which relates to rent control . She said the Supreme Court <br /> will also be reviewing the tests that a city must meet before putting <br /> economic regulations, such as vacancy controls, into effect. Ms. <br /> Hirsch said it was her understanding that the impetus for formation <br /> of the City Council committee was a petition signed by residents of <br /> the Mission Bay Mobile Home Park to "protect the standard of living <br /> of senior citizens residing in this park." She said no substantial <br /> information on the impact of rent control or vacancy control was <br /> given to the people who signed the petition and noted that 80 <br /> residents of the Park did not sign the petition. She said the <br /> petition did not contain any negative facts, such as the need for <br /> hearings, fees, and conversions from senior to family, that occur <br /> as a result of renter vacancy control . She said the Park owners <br /> had only recently been apprised of the idea of formation of the <br /> committee and felt they needed time to meet with the residents and <br /> discuss the matter with the City Council as well . She asked for a <br /> month's delay in formation of the committee. <br /> Council Member Perry said she and Council Member Glaze had presented <br /> the idea of the committee because of complaints received over the <br /> last three years by mobile-home-park residents. She said the purpose <br /> of the committee would be to gather information. She said the <br /> committee is being formed in response to the public because the <br /> public has asked that the City Council look into the matter. <br /> Ms. Hirsch noted an approach that was used in 1984 -- a committee <br /> headed by the Mayor and Bill Rugg, as well as a mobile-home-park <br /> owner-representative and a mobile-home-park resident-representative <br /> from each park. She suggested that the City Council consider that <br /> type of approach. <br /> Mayor Karp said the approach currently suggested for a committee <br /> would be similar to that used in 1984. He said the committee would <br /> gather information and meet with the owners and residents, etc. , and <br /> would deal with the full spectrum of mobile-home-park concerns. <br /> Council Member Corbett said the idea of a committee is to allow a <br /> forum for full participation and discussion by everyone involved. <br /> She said it would not prohibit Ms. Hirsch from meeting with her <br /> residents, but the City Council wants to hear from all involved <br /> parties. She said the committee would come back to the full City <br /> Council with a plan of action. <br /> Council Member Santos reiterated that the committee would be fact <br /> finding and information gathering. He said everyone would have the <br /> opportunity to participate, not just a couple of representatives from <br /> each park. <br />
