Minutes - San Leandro City Council Meeting - October 21, 1991 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Faria asked if, under the IS District, changes of use <br /> by tenants would have to go before the Planning Commission. <br /> Mr. Vitz said, "yes, " such changes would be required to go before the <br /> Planning Commission if the zoning use changed. He said if a tenant use <br /> changed and triggered a zoning change, it would have to go before the <br /> Commission; or, if a property is vacant, a new tenant would <br /> automatically trigger a review, which could take from six to eight weeks <br /> or possibly longer. <br /> Mayor Karp asked if it would be possible to have the Smooke property <br /> included in the Study but not in the IS Zoning. <br /> Mr. Vitz said this would be possible, and the property would then only <br /> be subject to the existing I-2 requirements. He said the IS Overlay <br /> Zone could be established without including the Smooke Property, but <br /> the Smooke Property could be included in the Study. He explained that <br /> the IS Overlay would place review procedures on tenants, and the purpose <br /> of the IS Overlay was to provide for a review process but does not <br /> establish future land uses. <br /> Council Member Santos suggested the Study include looking into the <br /> possibility of de-annexing the area to Oakland. <br /> Glenn Forbes, an attorney representing Nathan Smooke, said Mr. Smooke <br /> has no opposition to his property being in the Study, but he does object <br /> to it being in the IS Overlay Zone. He said the property is presently <br /> developed with large buildings that were at one time single use but in <br /> the past couple of years have been split into four uses. He said there <br /> are two vacant parcels. He said Mr. Smooke is concerned about any <br /> additional difficulty in getting approval in order to obtain tenants. <br /> The Hearing was then opened to the public. <br /> Jerry McCauley, 200 San Leandro Boulevard, said his property is located <br /> on the Park Street Island. He said he is concerned regarding future <br /> uses of the area. He asked if there was any intention to change Light <br /> Industrial to something else. Mr. Vitz said the purpose of the Study <br /> is to review the Park Street Island and the Peralta Area to determine <br /> appropriate future uses. He said it is possible that the City would <br /> look for ways of changing the uses over time to make the area more <br /> compatible with the North Area and the surrounding residences and to <br /> look at circulation and better entrance to the City. Mr. McCauley noted <br /> drug problems in Sobrante Park in Oakland and said he was concerned that <br /> those types of problems could move to the Park Street area. <br /> Harold Weisbrod, part owner of a parcel at 707 San Leandro Boulevard, <br /> said his property is across the creek from World Savings and at one time <br /> there was talk about putting a road across the creek. He wanted to know <br /> the status of his area. It was suggested that he meet with Mr. Vitz. <br />
