Minutes 3 October 30, 1991 <br /> Joint Work Session <br /> City Council/Redevelopment Agency/ <br /> Planning Commission/Board of Zoning Adjustments <br /> in lieu of a park. Mr. O'Banion responded by stating that the proposed plan <br /> could be revised to reflect housing use and noted that the City is not changing <br /> the zoning or land use designations for the site by adopting the proposed <br /> corridor plan. <br /> Mayor Karp expressed his appreciation for Mrs. Moutinho's efforts to provide low- <br /> cost senior housing. <br /> • <br /> Renie Bartolini inquired about the Redevelopment Agency's property acquisition <br /> policy. Bill Rugg explained the policy and that the proposed corridor plan is <br /> not a property acquisition instrument. <br /> Larry Lancaster of Peralta Creek Tower objected to development of the Corporation <br /> yard site for low-income rental housing. <br /> Lyle Snyder of Lyru Engineering on San Leandro Boulevard expressed concerns about . <br /> the potential impact of the plan on project affordability and the financial <br /> capability of the private sector to comply with Agency requirements. Bill Rugg <br /> responded and stated he would call Mr. Snyder the following day. <br /> Al Plute inquired if the corridor plan could prevent the use of property. Bill <br /> Rugg explained that the plan does not create any new authority nor does it <br /> control the future use of land. Mr. Rugg stated that the existing redevelopment <br /> plan does control uses and development. <br /> Doug Federighi , Federighi and Company, inquired as to what documents govern land <br /> uses. Mr. Rugg stated that land use is regulated by the redevelopment plan and <br /> that the proposed urban design plan is advisory only and does not bind the <br /> Council , Agency or Planning Commission in their respective decision-making <br /> processes. <br /> Al Rosenga stated his concern that the proposed plan may be misinterpreted by the <br /> implementors and may not really reflect what citizens desire for the area. <br /> Mayor Karp explained briefly events leading to the formulation of the plan - the <br /> Council , Agency and Planning Commission need a guide for future development. <br /> Bill Rugg requested guidance regarding further review of the corridor plan and <br /> informal or formal adoption process by Planning Commission, Board of Zoning <br /> Adjustmentss, Council and Agency. He recommended an informal approval or <br /> adoption process because of the advisory nature of the document and the need to <br /> keep the plan flexible to accommodate future changes should the need arise and <br /> circumstances change. <br />
