Resolution Approving Contractual Services Agreement with Kotin, Regan <br /> & Mouchly. <br /> Council Member Santos said he felt this Agreement was premature because <br /> a meeting was to be held on the Marina Master Plan on Thursday. He <br /> asked if the contract could be deferred to the next City Council <br /> Meeting. <br /> City Manager Dick Randall noted the report from the City Council <br /> Marina/Golf Course Committee. He said this Agreement is needed to <br /> obtain the necessary financial data and to keep the program moving. <br /> Council Member Santos said he did not feel issues such as infrastructure <br /> costs, etc. , had been addressed. <br /> Development Director Bill Rugg said the proposed contract is to help <br /> the City prepare the request for qualifications and will set forth the <br /> format for the submission of financial and qualifications data for <br /> developers wishing to be considered for development and construction <br /> of facilities approved in the Master Plan. He said, if the City does <br /> not obtain this format, they cannot accurately review developers' <br /> proposals. He said this contract is intended to assist in the developer <br /> selection process. <br /> Council Member Perry said she understood this contract would create the <br /> model so the City could test the financial feasibility. Mr. Rugg said <br /> that had already been done, but this contract was to determine if the <br /> developers could actually do what they say they can do financially. <br /> He said this gives information to plug into the basic model of financial <br /> feasibility. <br /> Council Member Santos asked if the City had adopted the Marina Master <br /> Plan. Mr. Rugg said there are several more steps in the process. He <br /> said the Plan would not be ready for City Council final adoption until <br /> March 1992. He said, however, if they wish to proceed with selection <br /> of a developer so that the Plan can be implemented immediately upon <br /> adoption, there are certain things that need to be done first, including <br /> this contract. <br /> Council Member Santos said he felt the program should remain open and <br /> more public comments should be obtained. He suggested that the overall <br /> community and surrounding neighborhood had not yet been given the <br /> opportunity to participate in the process and to express their views. <br /> Mr. Rugg said there had been at least five meetings on the Master Plan, <br /> all of which had been open to the public and had been attended by the <br /> public. <br />
