Minutes - San Leandro City Council Meeting - November 4, 1991 Page - 5 - <br /> NEW BUSINESS (continued) <br /> Council Member Corbett said the EIR review and approval process and <br /> review of the Specific Plan will also involve additional Public <br /> Hearings. She said this proposal does not shut down the public input <br /> process. <br /> Mr. Rugg said he was concerned that, if this proposal is delayed, it <br /> could delay the entire Marina Master Plan process. He said a delay of <br /> two weeks could impact the overall time line by as much as six months. <br /> Council Member Santos said he still felt this process was premature. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-237 (2323) <br /> RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH <br /> KOTIN, REGAN & MOUCHLY <br /> Introduced by Council Member Faria who moved its adoption, seconded by Council <br /> Member Polvorosa and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa; <br /> Mayor Karp ( 6 ) <br /> NOES: Council Member Santos ( 1 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Approval of Finance Director's Report on Calculation of <br /> Business License Fee Adjustments, Effective January 1 , 1992, as <br /> Specified by Ordinance No. 90-020. <br /> Council Member Glaze asked why coin-operated devices were calculated <br /> on gross sales rather than on a set fee. <br /> John Jermanis, Finance Director, said State law requires this for <br /> laundries and this is primarily for equipment in laundromats. He also <br /> said notices would be going out in December on the Business License Fee <br /> increase, but businesses were aware that a cost-of-living adjustment <br /> was planned. <br /> The City Attorney noted that is the report was approved an implementing <br /> ordinance would be prepared for the City Council 's approval . <br />
