Minutes - San Leandro City Council Meeting - November 18, 1991 Page - 8 - <br /> NEW BUSINESS (continued) <br /> Program, and a Tenant Guide. He discussed with the Council the Tenant <br /> Guide which had been prepared by Nancy Hillis, Recreation-Human <br /> Resources Department. He said the Guide is being distributed by <br /> apartment managers to new tenants and described City programs that are <br /> available primarily for child care and activities for families. <br /> Mr. Rugg said the program would be cooperative and voluntary and asked <br /> for City Council approval to proceed. <br /> Council Member Perry said she understood security gates had been <br /> discussed and were a possible consideration. Mr. Rugg said security <br /> gates would be suggested when nothing else worked in preventing <br /> unauthorized access to apartment complexes. <br /> Messrs. Whisnand, Landis, and Sullivan then responded to questions from <br /> City Council . In response to questions from Council Member Corbett, <br /> they said the Tenant Guide brochure is given to new tenants. Mr. <br /> Sullivan said he had instituted a Vehicle I .D. Program at one of his <br /> complexes and feels it will work out well . <br /> Council Member Santos asked what kinds of questions are asked of <br /> tenants in their rental or lease agreements. Mr. Landis said RHO will <br /> develop a data base on convictions. Council Member Santos said he was <br /> concerned this would create a dossier held by private individuals. <br /> Kathy Ornelas, Crime Prevention Specialist, Police Department, said the <br /> information would be related to rental history, criminal involvement, <br /> convictions, etc. , but the information would not come from the Police <br /> Department; it would be accumulated by RHO. No confidential <br /> information would be disclosed by the Police Department. <br /> Council Member Perry asked if any of the larger complexes now have <br /> child care within the complexes. Mr. Sullivan said he knows of none; <br /> however, managers have volunteered to coordinate contacts among parents <br /> to help with car pooling, child care, etc. <br /> Council Member Corbett complimented Nancy Hillis on her preparation of <br /> the brochure. Judge Landis thanked staff for their cooperation. <br /> The following Motion was then introduced: <br /> MINUTE ORDER NO. 91-105 (2096) <br /> MULTIPLE-FAMILY HOUSING MANAGEMENT-ASSISTANCE PLAN <br /> On motion by Council Member Santos who moved its approval , seconded by Council <br /> Member Glaze and carried by the following called vote, the City Council directed <br /> staff to work with the Rental Housing Organization of the Greater East Bay to <br /> implement programs outlined in the November 4, 1991 , Multifamily Management <br /> Assistance Plan Report. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
