He discussed with the Council the Tenant Guide which had been prepared by Nancy Hillis, Recreation-Human Resources Department. He said the Guide is being distributed by apartment managers to new tenants and described City programs that are available primarily for child care and activities for families. Mr. Rugg said the program would be cooperative and voluntary and asked for City Council approval to proceed. Council Member Perry said she understood security gates had been discussed and were a possible consideration. Mr. Rugg said security gates would be suggested when nothing else worked in preventing unauthorized access to apartment complexes. Messrs. Whisnand, Landis, and Sullivan then responded to questions from City Council . In response to questions from Council Member Corbett, they said the Tenant Guide brochure is given to new tenants. Mr. Sullivan said he had instituted a Vehicle I .D. Program at one of his complexes and feels it will work out well . Council Member Santos asked what kinds of questions are asked of tenants in their rental or lease agreements. Mr. Landis said RHO will develop a data base on convictions. Council Member Santos said he was concerned this would create a dossier held by private individuals. Kathy Ornelas, Crime Prevention Specialist, Police Department, said the information would be related to rental history, criminal involvement, convictions, etc. , but the information would not come from the Police Department; it would be accumulated by RHO. No confidential information would be disclosed by the Police Department. Council Member Perry asked if any of the larger complexes now have child care within the complexes. Mr. Sullivan said he knows of none; however, managers have volunteered to coordinate contacts among parents to help with car pooling, child care, etc. Council Member Corbett complimented Nancy Hillis on her preparation of the brochure. Judge Landis thanked staff for their cooperation. The following Motion was then introduced: MINUTE ORDER NO. 91-105 (2096) MULTIPLE-FAMILY HOUSING MANAGEMENT-ASSISTANCE PLAN On motion by Council Member Santos who moved its approval , seconded by Council Member Glaze and carried by the following called vote, the City Council directed staff to work with the Rental Housing Organization of the Greater East Bay to implement programs outlined in the November 4, 1991 , Multifamily Management Assistance Plan Report.
