Minutes - San Leandro City Council Meeting - December 17, 1991 Page - 10 - CITY COUNCIL COMMENTS (continued) Council Member Santos said none of these are new ideas. He said it is difficult for the City Council to look at each of these aspects. He said the City Manager made a recommendation which should be considered. He said it is difficult for the City Council to look at every program. He suggested that we look at the basic items people indicated they wanted in the public survey: economic development; neighborhood preservation, including the industrial areas; no cuts in Libraries; money for Recreation for children, etc. He said if those are the priorities, we should set them as major priorities. Council Member Perry said the Finance Committee is asking for consensus on the areas that should be considered high priority and for direction related to consolidation/right sizing of the organization. Council Member Santos said these are areas for the City Manager's . Office to put together. Council Member Perry said the Committee is looking at the recommended 3% and 10% cuts and will discuss them with department heads. She said the priorities are economic development, consolidation, raises, right- sizing, and maintaining Police, Fire, Library and children's services, and the Committee is asking for Council consensus. Council Member Santos said the Committee should follow the priorities identified by the public survey and then prepare a plan for the City Council to review, but not to try to go through each item tonight. Mayor Karp suggested other programs that should be investigated: -- Library cards for adults from Sheffield Village. -- Crossing Guards. Going back to using student patrols. -- Redevelopment Agency repay City. -- Bring a non-certificated Fire Marshall into the Planning Department to review plans. -- Paramedic fees to non-residents. -- City Manager's Office staffed with someone who specializes in looking for and obtaining grants. -- Review all fees; make sure all costs are recovered. -- Raise the transfer fee. -- Reduce the number of managers in the organization. -- Look at the 5% deferred-compensation plan.
