Minutes - San Leandro City Council Meeting - December 17, 1991 Page - 10 - <br /> CITY COUNCIL COMMENTS (continued) <br /> Council Member Santos said none of these are new ideas. He said it is <br /> difficult for the City Council to look at each of these aspects. He <br /> said the City Manager made a recommendation which should be considered. <br /> He said it is difficult for the City Council to look at every program. <br /> He suggested that we look at the basic items people indicated they <br /> wanted in the public survey: economic development; neighborhood <br /> preservation, including the industrial areas; no cuts in Libraries; <br /> money for Recreation for children, etc. He said if those are the <br /> priorities, we should set them as major priorities. <br /> Council Member Perry said the Finance Committee is asking for consensus <br /> on the areas that should be considered high priority and for direction <br /> related to consolidation/right sizing of the organization. <br /> Council Member Santos said these are areas for the City Manager's . <br /> Office to put together. <br /> Council Member Perry said the Committee is looking at the recommended <br /> 3% and 10% cuts and will discuss them with department heads. She said <br /> the priorities are economic development, consolidation, raises, right- <br /> sizing, and maintaining Police, Fire, Library and children's services, <br /> and the Committee is asking for Council consensus. <br /> Council Member Santos said the Committee should follow the priorities <br /> identified by the public survey and then prepare a plan for the City <br /> Council to review, but not to try to go through each item tonight. <br /> Mayor Karp suggested other programs that should be investigated: <br /> -- Library cards for adults from Sheffield Village. <br /> -- Crossing Guards. Going back to using student patrols. <br /> -- Redevelopment Agency repay City. <br /> -- Bring a non-certificated Fire Marshall into the Planning Department <br /> to review plans. <br /> -- Paramedic fees to non-residents. <br /> -- City Manager's Office staffed with someone who specializes in <br /> looking for and obtaining grants. <br /> -- Review all fees; make sure all costs are recovered. <br /> -- Raise the transfer fee. <br /> -- Reduce the number of managers in the organization. <br /> -- Look at the 5% deferred-compensation plan. <br />
