He said this means $2 to $4 <br /> • billion for California. He said Alameda County will receive $568 <br /> million for the extension of BART. He also discussed a provision <br /> related to flexible funding which will allow the use of funds for <br /> alternative ways of moving people rather than on streets, such as <br /> transit, rail , etc. He said this is very exciting, and he is looking <br /> forward to implementation of the Bill . <br /> L. Mayor Karp discussed the Council 's participation in the League of <br /> California Cities and the National League of Cities. He said he <br /> encourages his Council to attend these conferences because they bring <br /> information back to the community that makes this City successful . He <br /> discussed San Leandro's leadership role in initiating national <br /> legislation in a number of areas such as gun legislation, facilities <br /> service charges, etc. He discussed monies that have come into Alameda <br /> County as a result of the City Council 's contacts in Washington, D.C. , <br /> such as $9 million for Route 61 . He said we are fortunate in San <br /> Leandro to have a City Council that is willing to take time out of <br /> their lives to go to conferences and meetings. He said the Tribune <br /> writes supportive articles regarding Oakland's participation, but the <br /> Daily Review is always critical of the cities for attending <br /> conferences. <br /> M. Mayor Karp discussed a number of ideas to be considered in connection <br /> with the City's budget: <br /> -- Industrial Preservation. Look at modifying business-license fees to <br /> pay for it. Charge fines for non-compliance. <br /> -- Marina Community Center. Look at taking some of the operational <br /> people out of the Recreation Department and moving them to the <br /> Center and using some of the rooms for offices. Use bond money to <br /> construct the outside of the Center first. Once some of the <br /> Recreation staff is moved from the South Offices, move some of the <br /> City Hall departments, such as Personnel , into the South Offices. <br /> -- Reducing Parking Aides. Parking Aides bring in funds; perhaps fees <br /> from meters should be higher. <br /> -- Bus Stop Advertising. Companies provide revenue and maintain the <br /> bus stops. <br /> -- Golf Course Maintenance. Perhaps it should be contracted out. <br /> -- Code Compliance Office Saturday Service. Is it paying for itself? <br /> -- Now that we have a new newspaper, The San Leandro Times, we may only <br /> need two City newsletters a year. <br />
