Minutes - San Leandro City Council Meeting - December 17, 1991 Page - 5 - <br /> NEW BUSINESS (continued) <br /> RESOLUTION NO. 91-257 (2257/2691) <br /> RESOLUTION REPEALING RESOLUTION NO. 91-222 <br /> A RESOLUTION ACKNOWLEDGING A BALLOT MEASURE <br /> WITH REGARD TO THE REFERENDUM ON <br /> CITY OF SAN LEANDRO ORDINANCE NO. 91-012 AND <br /> PROVIDING THE ORDER OF THE CITY COUNCIL <br /> TO PLACE THE MEASURE ON THE APRIL 14, 1992, <br /> GENERAL MUNICIPAL ELECTION BALLOT <br /> Introduced by Council Member Perry, who moved its adoption, seconded by Council <br /> Member Corbett, and carried by the following called vote: <br /> AYES: Council Members Corbett, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> ABSTAIN: Council Member Faria ( 1 ) <br /> Mayor Karp said a situation similar to the Lake Chabot Terrace proposal <br /> had arisen in Concord - the Crystal Ranch. He said a referendum was <br /> placed on the ballot and the project was defeated. He said the <br /> developer had gotten together with the City and had put a lot of money <br /> into going back and looking at the project and calling together all the <br /> groups concerned about and protesting the project. He said together <br /> they had developed a project that was applauded and accepted by the <br /> entire community. He said staff should contact Concord, and a similar <br /> approach should be used on the Lake Chabot Terrace project. <br /> Council Member Santos commended Mr. Lee, the property owner of the <br /> quarry site, because he has agreed to forego any lawsuit he may have <br /> against the City as a result of the referendum. Council Member Santos <br /> recommended that a committee be formed consisting of representatives of <br /> Bay-O-Vista, Broadmoor and Estudillo Home Owners' Associations; Toni <br /> Loveland as spokesperson for the referendum proponents; himself and <br /> Council Member Glaze, as co-chairs, to meet and define the issues, and <br /> then move into the area described by Mayor Karp. <br /> Mayor Karp said formation of such a committee should be deferred, <br /> pending review of information on Concord' s process. <br /> Council Member Corbett said she wants to be fully involved in the <br /> process. She said the north part of town is very involved in the <br /> development. She expressed concern that a committee would limit <br /> involvement by interested members of the community. She said she <br /> preferred the Concord approach. <br /> Council Member Perry concurred and said this project involves the <br /> entire community and should be an open process to involve as much of <br /> the community as possible. <br />
