Minutes - San Leandro City Council Meeting - FEBRUARY 20, 1990 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> the area is highly visible from Oyster Bay Park and is adjacent to a <br /> residential area and I-P ensures 20 feet of landscape adjacent to Neptune <br /> Drive. <br /> The City Council asked questions regarding service trucks on existing uses, <br /> legal non-conforming uses and the impact of this proposed rezone on existing <br /> businesses. <br /> The Hearing was then opened to the public. <br /> Larry Norry, 2532 Williams Street, said he objected to the rezoning because <br /> it would create three different zones on one piece of property. He also <br /> referred to Council Member Faria's comments regarding trucks on the Deaton <br /> Fountain site and noted that Deaton Fountain may have as many as 15 trucks <br /> which are legal in the I-2 zone but might be questionable in I-P and <br /> therefore the Deaton Fountain property should be left I-2. <br /> There being no further comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Glaze and carried unanimously, the Public <br /> Hearing was closed. <br /> On motion of Council Member Santos, seconded by Council Member Suchman, with <br /> Council Members Jardin and Glaze and Mayor Karp voting no, the matter was <br /> tabled. Council Member Santos moved to direct the City Attorney to prepare <br /> a moratorium on development of this property, pending the outcome of the new <br /> Zoning Code. The motion failed for lack of a second. <br /> b. Matter of PD-89-7 GDP; Planned Unit Development (General Development Plan) ; <br /> a Request to Convert an Existing Recreational Vehicle Sales Facility Into <br /> a 36,600-Square-Foot Professional Office Building; Assessor's Parcel Number <br /> 76-440-014-04; 928 East 14th Street; Banner Development; CC (Civic Center) <br /> District. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Gaye Quinn, Acting City Planner, said this Planned Development provides for <br /> development of the building across the street from City Hall , located at <br /> the southeast corner of Haas Avenue and East 14th Street. Banner Development <br /> is proposing the conversion of the building to an office building. She <br /> described discussions held at the Planning Commission meeting relating to <br /> the number of parking spaces, pedestrian traffic and landscaping. She <br /> distributed renderings showing the conceptual landscaping plan, site plan, <br /> and parking. She also described the compatibility of the proposed plan with <br /> the plans for the North Area. She also discussed the letter from Paul J. <br /> ten Doesschate, the owner of the Linvale Townhouses and his concern regarding <br /> privacy for the residents of the Townhouses. She noted various requirements <br /> of the Conditions of Approval , including the use of adjacent property for <br /> parking. <br /> The City Council asked a number of questions related to pedestrian traffic, <br /> the possibility of a traffic signal at this location, additional traffic on <br /> East 14th Street, the location of parking spaces, and the proposed <br /> landscaping and courtyard area. <br /> The Hearing was then opened to the public. <br />
