PD-89-8, GDP/PDP; Planned Unit Development; Twelve (12) Unit, Two-Story <br /> Apartment Complex; 342 Marina Boulevard; North Side of Marina Boulevard <br /> Easterly of Clarke Street; Assessor's Parcel Number 75-82-10; David J. <br /> Reichel ; R-5 (Multiple Residential ) District. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Gaye Quinn, Acting City Planner, noted the Application is a request for <br /> approval of a 12-unit apartment building. She said the Board of Zoning <br /> Adjustments recommended approval . The property is zoned R-5 and so are the <br /> adjacent properties. She said approval of this Application will provide for <br /> maximum density on the site and that the developer is asking for some <br /> relaxation of the Zoning Code requirements related to open space so that <br /> decks can protrude into the open space. The proposal is for two buildings <br /> with parking underneath. She said the requirement for the Planned <br /> Development is because of the need for the front-yard decks. She described <br /> the sizes, exterior design and decking for the properties. <br /> The City Council asked a number of questions related to the density and <br /> square footage of the apartments. It was noted that some of the apartments <br /> are as small as 590 square feet. <br />• The Hearing was then opened to the public. <br /> Dave Reichel , the architect, represented the owners. He said that, even <br /> though the apartments are small , they contain many amenities, such as, no <br /> hallways and 10-foot ceilings, and he would expect the units would be most <br /> attractive to a working couple since they are close to public transportation. <br /> The City Council asked questions regarding the market for this size of <br /> apartment and whether condominium conversion had been considered. <br /> There being no further comments from the public, on motion of Council Member <br /> Santos, seconded by Council Member Suchman, and carried unanimously, the <br /> Public Hearing was closed. <br /> The City Council had considerable discussion on this matter. They said they <br /> felt the individual sizes of the units were too small . They also felt the <br /> exterior walls should be fire rated, particularly in light of the proposed <br /> density. <br /> Council Member Faria moved to approve the Application. There was no second <br /> to this motion. <br /> On motion of Council Member Santos, seconded by Council Member Glaze, and <br /> carried unanimously, the Application was denied. <br />
