Minutes - San Leandro City Council Meeting - April 16, 1990 Page - 11 - <br /> PUBLIC HEARINGS (continued) : <br /> residential area, compatibility with the surrounding area and location on <br /> the site. She described the location on the site and said it has stayed <br /> relatively the same as the last application, but the design and footprint <br /> of the building had changed and the tower would be set back from the original <br /> 10-foot proposal to 35 feet so that shadows on adjacent properties would <br /> not be a problem. She said construction was planned in two phases, first <br /> being the Fellowship Hall , which would be used as temporary space for <br /> services and classrooms; and, finally, construction of a final sanctuary and <br /> classroom for 250 people. She further described exterior treatment of the <br /> building and landscaping. <br /> The City Council asked questions regarding fencing, landscaping, the cross <br /> and illumination of the cross, and the hours of illumination and parking. <br /> The Hearing was then opened to the public. <br /> Larry Trench, Pastor of the Church, said the first phase of the construction <br /> will have all the necessary hardware to permit interior sprinklers to be <br /> installed when Phase 2 is constructed. <br /> Gaye Quinn said the Planning Commission had recommended approval of the <br /> Findings and extension of the Building Permit. <br /> There being no further comments from the public, on motion of Council Member <br /> Suchman, seconded by Council Member Santos and carried unanimously, the <br /> Public Hearing was closed. • <br /> On motion of Council Member Glaze, seconded by Council Member Suchman, with <br /> Council Member Faria abstaining, the recommendations of the Planning <br /> Commission for PD-88-6 were approved. <br /> b. Matter of PD-90-3 GDP/PDP; General and Precise Development Plan Combined; <br /> to Construct a 12,000-Square-Foot Warehouse Building, Including Fencing and <br /> Landscaping on Portions of the 6.099-Acre Site; 2575 Williams Street; <br /> Northeast Corner Williams Street and Neptune Drive, Extending Approximately <br /> 836 Feet Northerly on Neptune Drive; Assessor's Parcel Number 79A-541-19; <br /> East Bay Leasing Corporation; I-P (Industrial Park) District. <br /> Gaye Quinn, Acting City Planner, explained that this is a proposal by East <br /> Bay Leasing Company for the eastern side of Neptune Drive immediately north <br /> of Williams Street. She said the area has been zoned I-P since 1983. She <br /> said the Planning Commission recommendations were different from the <br /> Applicant's original proposal . She said the proposal was for three different <br /> sub-units and the I-P District required 20-foot setbacks at the time the <br /> property was rezoned. There was a building in existence with an 8-foot <br /> setback which had been required under the I-2 District. She said the <br /> building had subsequently burned down and the Planning Commission was <br /> requiring a 20-foot setback before allowing construction of the new building. <br /> She said staff recommended approval of the 8-foot setback. She described <br /> future uses, previous uses, and proposed layout and use of the sub-units. <br />
