Minutes - San Leandro City Council Meeting - May 7, 1990 Page - 8 -
PUBLIC HEARINGS (continued):
In response to a question about numbers of parking spaces, Mr. Rugg indicated
that there are 46 spaces currently and there will be 58 when the new shopping
center is completed. He also indicated that some widening on Davis Street
would make the Douglas/Davis Street intersection work better.
Mr. Rugg indicated affirmatively to Council Member Polvorosa's question
regarding access to the building from Douglas Drive. At this time, various
building elevations and landscaping plans were reviewed.
Jim Burns, 1825 San Pablo Avenue, Oakland, agent for the developers, Pethan,
Cornelius, and Miller, indicated that at the Planning Commission's March 14
meeting, the major topic of discussion was parking; and, subsequent to that,
the developers had met with City staff to develop an approach for a good
tenant mix and parking allocation.
Council Member Perry asked where the loading areas would be located.
Mr. Rugg responded that deliveries would be made from the front door but the
developer would control delivery hours.
In response to Council Member Perry's question as to how the developers
intended to control loading times and areas, Meryl Pethan indicated that
deliveries would be made between 10:00 p.m. and 12:00 midnight, with food
delivered early in the morning. Mr. Pethan further added that the center
will not have a major anchor tenant; it will probably include a small market,
a food "takeout, " a liquor store, a travel agency, insurance office, and
those types of uses.
Ramona Haller, 1607 Virginia Street, spoke in favor of the project but
expressed her concern about the appearance of the property now, particularly
with regard to the graffiti on the Douglas Drive wall . In answer to a
question from Mayor Karp, Mr. Pethan indicated that, although it was almost
impossible to get the vandals out and the graffiti off, he would do his best
to remove it as soon as he is notified. He also stated his intent to move
the remaining tenants out by mid June and to demolish the building shortly
thereafter.
Richard Johnson, 1263 Douglas Drive, spoke in favor of the project, getting
the building torn down, and getting the area cleaned up as soon as possible.
He also stated that he has never seen the existing parking lot full .
There being no further comments from the public, on motion of Council Member
Glaze, seconded by Council Member Faria and carried unanimously, the Public
Hearing was closed.
On motion of Council member Santos, seconded by Council Member Glaze and
carried unanimously, PD-90-1 GDP/PDP was approved with the Negative
Declaration.
