Matter of ZA-90-1; Consideration of Conditions Establishing Permissible <br /> Level of Activity for Legal Non-Conforming Use by Alta Mira Club, Inc. , of <br /> Property in an R-1 (Single Family) Residential District as a Social Hall and <br /> Club Building; 561 Lafayette Avenue; Assessor's Parcel Number 75-178-1; <br /> Referred by City Council -- Appeal . <br /> On motion of Council Member Faria, seconded by Council Member Polvorosa, with <br /> Council Member Corbett abstaining, the matter was tabled. <br /> c. Matter of PD-90-1 GDP/PDP; General and Precise Development Plan Combined; <br /> to Construct a 16,000-Square-Foot Retail Shopping Center; Northeast Corner <br /> of Davis Street and Douglas Drive; Assessor's Parcel Number 77A-660-205; <br /> Plaza 2 Redevelopment Area; Collaborative Design Architects; C-2 (Light <br /> Commercial ) District. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Mayor Karp asked why this matter was not being brought up before the <br /> Redevelopment Agency. Community Development Director Bill Rugg replied that <br /> a review of this type of application is normally split between the Community <br /> Development Planning and Development Divisions; but, due to limited staff <br /> in the Development Division, this matter was processed by the Planning <br /> Division. <br /> Mr. Rugg described the proposal to develop a retail shopping center to <br /> replace a fire-damaged building built in the 1940's as a neighborhood <br /> shopping center. Two separate buildings are proposed for the site, which <br /> will have a 30% reduction in floor space and increased parking capacity, with <br /> access from both Douglas and Davis Streets. <br /> During discussion about tenant mix and related parking requirements, Council <br /> Member Corbett asked how the City could make sure that the tenant mix would <br /> not exceed the parking demand. Mr. Rugg responded that the developer would <br /> be provided with a list of possible uses for the building. <br /> Council Member Santos said he hoped most of the customers at the shopping <br /> center would be walk-in, so that additional parking would not be needed. <br /> Mr. Rugg replied that this shopping center is intended to service the <br /> neighborhood. Mayor Karp reminded the Council that a hardware store in the <br /> old shopping center successfully serviced the industrial area without need <br /> for any additional parking. <br />
