Minutes - San Leandro City Council Meeting - May 21, 1990 Page - 10 - <br /> PUBLIC HEARINGS (continued): <br /> Jim Hussey, 823 Estabrook Street, said his property receives power from <br /> poles on Estabrook Street and will continue to do so, so he felt there was <br /> no benefit to him. <br /> Steve Bayley explained that even though Mr. Hussey's property is located at <br /> the corner of Estabrook and Alvarado, it has frontage on Alvarado Street <br /> which is in the Underground Master Plan, and even though the poles are not <br /> on that side of the street,' both sides of the street are assessed. He said <br /> although power comes from poles on Estabrook Street it is the location of <br /> frontage that determines whether or not the property is in the Assessment <br /> District. <br /> Jim Damiani , 1152 Marina, spoke regarding corner lots. He asked how lineal <br /> footage was determined on the side frontages. <br /> Mr. Rugg said normally they go to the next pole on the side street. <br /> Mr. Damiani asked a number of questions regarding possible alternatives for <br /> the pole on the Wayne Avenue side of his property. He compared the side <br /> frontage on his property to other side frontages on other properties in the <br /> Assessment District and asked a number of questions about other properties. <br /> Mr. Damiani said if he had known that the bond rate was to be 7.5% he would <br /> not have pre-paid. <br /> Murray Kelsoe, 1066 and 1072 Marina Boulevard, said five years ago when he <br /> obtained a Conditional Use Permit for his service station he was required <br /> to dedicate 10 feet. He said he was told if he dedicated the property the <br /> City would pay for widening costs and he would be able to obtain his <br /> Conditional Use. He said he felt he gave his 10 feet and the City should <br /> pay any other costs associated with the widening of his property. He also <br /> said he felt the property owners were paying two-thirds of the cost and the <br /> City was paying only one-third and he did not feel this was an equitable <br /> distribution of costs. He said the City should use future PG&E allocations <br /> to reduce property-owner costs. <br /> Mr. Damiani spoke again and noted that he was aware that a property tax <br /> increase would not occur but he wondered if he could get a decrease in his <br /> taxes based on his 10-foot dedication. <br /> Dan Gray, representing Reynolds and Brown, 2336 Merced Street, said Marina <br /> Boulevard is recognized as a gateway to San Leandro and can create a first <br /> and lasting impression of the City. He said overhead utilities are ugly and <br /> beautification is not a painless process. He noted the "May Is Quality <br /> Month" meetings being conducted by the City and said San Leandro needs to <br /> stay competitive. He said the Marina Boulevard Undergrounding is a <br /> desireable, necessary enhancement and people should consider what Marina <br /> Boulevard can be in the future, including the widening, undergrounding and <br /> other improvements. He said it appeared the majority of speakers favored <br /> the underground district but had problems with the cost. <br />
