Minutes - San Leandro City Council Meeting - May 21, 1990 Page - 9 - <br /> PUBLIC HEARINGS (continued) : <br /> that one required element is the finding of specific benefits and said he <br /> felt that had not occurred. Mr. Forbes asked a number of questions related <br /> to funding the Assessment District, including City funds, PG&E funds, Pacific <br /> Bell and Cable TV. He discussed a staff report written by Bill Rugg and <br /> questioned figures in the staff report. He asked why PG&E 1990 and 1991 <br /> allocations were not being used in the Assessment District. <br /> Vincent Damiani , property owner of 1152 Marina Boulevard, TruckPlan Premium <br /> Finance, said he was protesting the Assessment District because he was being <br /> assessed for his frontages on both Marina and Wayne. He said his electricity <br /> comes off Teagarden. He said he does not completely oppose the underground <br /> assessment district but felt everyone in the City participates. He said he <br /> felt other corner properties were not being charged for both frontages. <br /> Steve Bayley said that under City policy corner lots do pay for both <br /> frontages. Mr. Damiani asked questions about the assessment for the General <br /> Motors Training Center. <br /> Gary Lindstrom, owner of two pieces of property on Alvarado Street, said he <br /> felt $110 per linear feet was unfair. He said when he bought his property <br /> in 1975 he knew the City had a four-foot easement. He said he felt the City <br /> had bought the easement, then billed him to underground on the easement which <br /> he no longer owned. He said he is not opposed to paying, but is opposed to <br /> the cost. He said he felt even though the City had acquired more money, they <br /> were leaving the assessment at $110. He noted that he also has to pay <br /> undergrounding fees to underground his own lateral lines to the main line. <br /> The City Council asked if Mr. Lindstrom knew his property was in an <br /> Underground District and asked Bill Rugg to explain the $110 amount in the <br /> Municipal Code. <br /> Mr. Rugg described the basis for the $110-fee. He said if property develops <br /> without an assessment District the $110-fee still must be paid. He said if <br /> property owners must borrow from banks to pay the fee for the Assessment <br /> District, it may be less expensive to pay the $138-fee than to borrow from <br /> the bank. <br /> Bob Faussner, owner of 1302-1314 Marina Boulevard, asked what are the <br /> benefits to the property owner. He said Marina Boulevard is an industrial <br /> area but not industrial park and the undergrounding does not increase the <br /> values of the buildings. He said he felt there was no value to his tenants <br /> and it was important to look at the nature of the properties along the <br /> street. He said his tenants were concerned about the street widening because <br /> they felt it would cut off left-hand turns onto the property. He said he <br /> must pay a substantial amount of money in order to underground his own lines. <br /> He said he felt the Assessment District had been added as a footnote at <br /> public meetings and was a very complicated process which was difficult for <br /> property owners to understand. <br /> City Council took a recess from 10:40 to 10:50 p.m. <br />
