Matter of Appeal of Alta Mira Club (ZA-90-1) . <br /> - Motion (to consider whether to set a date for a Public Hearing on the <br /> Appeal ) . <br /> Mayor Karp noted that this Appeal had been tabled. He said the City <br /> Attorney's Office had advised that the matter must be taken up within 90 days <br /> from the original Appeal Hearing or the Appeal would be deemed abandoned. <br /> Steve Meyers, City Attorney, said the City Council could set a Public <br /> Hearing, to take place prior to or after the expiration of the 90-day period. <br /> On motion of Council Member Santos, . seconded by Council Member Polvorosa, <br /> with Council Member Corbett abstaining, staff was directed to set a Public <br /> Nearing for the regular City Council meeting occurring 180 days from the <br /> March 26, 1990, Appeal Application date. <br /> b. Matter of Carnival Application, St. Leander's School (proposed Carnival <br /> July 6, 7, and 8, 1990) . City Manager Dick Randall referred to the staff <br /> report in the City Council 's Agenda. He said that, if the City Council so <br /> directed, staff would work with St. Leander's, the Applicant, to come to <br /> agreement on conditions required by the City prior to operation of the <br /> Carnival . Mark Adcock, Assistant to the City Manager, indicated that he had <br /> held discussions with Louise Lovewell , representing St. Leander's, and felt <br /> that all required conditions could be met. <br /> On motion of Council Member Corbett, seconded by Council Member Glaze and <br /> carried unanimously, the City Council approved the Carnival Application based <br /> upon the Applicant's ability to meet conditions developed by staff prior to <br /> the beginning of the Carnival . <br /> c. Matter of Report from Livermore-San Leandro Home Financing Authority on <br /> Distribution of Surplus Funds and Termination of Authority Activities. John <br /> Jermanis, Treasurer and Auditor for the Authority, described the purpose of <br /> the Authority. He said it had been formed eight years ago for the purpose <br /> of issuing mortgage revenue bonds to finance housing. He said 87 homes were <br /> financed, but when the interest rates for conventional loans dropped, people <br /> returned to banks to take out mortgages. He said all loans have been paid <br /> and the bonds have been called in and redeemed. He noted that, at their <br /> May 8, 1990, meeting, the Authority concluded their activities and requested <br /> the City Council approve the distribution of surplus funds and termination <br /> of Authority activities. <br /> On motion of Council Member Santos, seconded by Council Member Perry and <br /> carried unanimously, the City Council approved the distribution of surplus <br /> funds and termination of Authority activities. <br />
