Minutes - San Leandro City Council Meeting - June 18, 1990 Page - 6 - <br /> PUBLIC HEARINGS: <br /> a. Matter of Adoption of City Manager's Proposed Budget, 1990-91 Fiscal Year, <br /> Including Consideration of Proposed Changes in Various Fees. <br /> This being the time and place for the Public Hearing for the above matter, <br /> John Jermanis, Director of Finance, described the changes that had been made <br /> to the proposed budget after the City Council ' s Work Session. He said <br /> revenue for 1990-91 had been reduced by $300,000, reflecting the deferment <br /> of removal of the cap of the Utility Users' Tax until October 1 , 1990. He <br /> said as a result in the reduction in this revenue a corresponding reduction <br /> of $300,000 was made in the contingency account for Special Non-Departmental <br /> Services. <br /> He also noted the increase in the Community Promotion Account of $5,000 for <br /> the California Conservatory Theater, $5,000 for the Chamber Orchestra of San <br /> Leandro, and an additional $25 for Flag Day Ceremony. <br /> Mr. Jermanis briefly discussed the building regulation fees and said the <br /> basic change was a recommended increase in the minimum inspection fee from <br /> $15.00 to $37.50. He said building regulation fees are moving toward the <br /> goal of total cost recovery. <br /> Council Member Perry pointed out an error on page 23 of the Agenda related <br /> to fees, which Mr. Jermanis said would be corrected. <br /> The City Council asked questions about the amount of revenue received from <br /> vehicle license fees. They also discussed the meaning of commercial <br /> operations as referenced in the Utility Users' Tax Ordinance. <br /> The Hearing was then opened to the public. <br /> Lee Ness, 2321 Belvedere Avenue, complimented staff on the budget. He <br /> suggested that the following items be considered for inclusion in the 1991- <br /> 92 budget: a second debris pickup for the fall , more money spent on street <br /> tree maintenance and tree planting, and that the City move forward faster <br /> in the area of recycling. He said he was glad to see the increases in the <br /> Community Development Department and Planning staff. <br /> Robert Bastion, 2020 166th Avenue, spoke regarding the Utility Users' Tax. <br /> He said he is concerned about the effect it may have because it is aimed at <br /> only 20 businesses. He said he felt there was a continuing exodus of large <br /> businesses, growth of business in neighboring communities with no tax, and <br /> that San Leandro's growth was in the service area rather than manufacturing. <br /> He quoted a Chamber of Commerce study that described a decline in the number <br /> of employees in San Leandro and said the City should find a more equitable <br /> way of funding the budget. <br /> John Oliver, General Manager, Western Craft, speaking on behalf of the 20 <br /> companies affected by the tax, said removal of the Utility Users' Tax cap <br /> puts those companies in a potentially non-competitive position. He commended <br /> everyone involved for response to the concerns of the manufacturers and said <br />
