Minutes - San Leandro City Council Meeting - July 2, 1990 Page - 12 - <br /> RESOLUTIONS (continued) <br /> RESOLUTION NO. 90-145 (1187) <br /> RESOLUTION APPROVING AGREEMENT - CHAMBER ORCHESTRA OF SAN LEANDRO. <br /> Introduced by Council Member Corbett, who moved its adoption, seconded by Council <br /> Member Perry and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Glaze ( 1 ) <br /> There was considerable discussion related to the Resolution Approving Agreement <br /> with SCS doing business as Citation Homes Central . <br /> Steve Meyers, City Attorney, said this Agreement is for a Predevelopment <br /> Memorandum of Understanding with Citation to provide an oprtion for City <br /> acquistion of the dredge spoils area, preparation of a Supplemental Environmental <br /> Impact Report, initiation of a rezoning to conform to the General Plan and <br /> preparation and implementation of a Habitat Management Plan. He said the City <br /> Council has established four primary goals for the Roberts' Landing area: <br /> 1) To acquire a permanent upland dredge disposal area for future dredging <br /> needs; <br /> 2) To provide for an ecologically workable habitat area for addition to the <br /> City shoreline; <br /> 3) To fix the alignment of and build a shoreline trail and connect it at <br /> the existing northerly and southerly terminus, and <br /> 4) To consider a quality residential project on the portion of the Citation <br /> property that remains when all jurisdictions have finalized their <br /> decisions on the property and consistent with the adopted General Plan. <br /> He said staff has negotiated with various agencies and the property owner to <br /> establish a road map for various actions that may take place in the future. He <br /> reiterated that this agreement is only a road map; it does not commit the City <br /> Council to any specific course of action other than to receive, study, hear, <br /> measure, and evaluate environmental impacts for proposals for this property. <br /> He said it also adds a mechanism whereby the City can acquire property if and <br /> when it chooses to. He said it provides for processing of an Environmental <br /> Impact Report as a necessary supplement to the Environmental Impact Report <br /> prepared previously for the General Plan. <br /> He said the proposed SEIR is considered a "Program EIR" to cover a broad range <br /> of issues and alternatives, which is different from a "Project EIR" which would <br /> be for a specific project. He said the Program EIR is necessary in order to <br /> allow consideration of rezoning on the property and acquisition of the disposal <br /> area. He said that the proposed zoning districts for this property do not exist <br /> at this time and, once the zones are established, the proposed zoning will <br /> require public hearings before the Planning Commission and City Council .
