Matter of ABAG Proposed Regional Land Use Policy Framework for the San <br /> Francisco Bay Area. On motion of Council Member Perry, seconded by Council <br /> Member Polvorosa and carried unanimously, the City Council approved the <br /> City's response to the Association of Bay Area Governments' Proposed Regional <br /> Land Use Policy Framework for the San Francisco Bay Area, as discussed at <br /> its July 16 Work Session. <br /> e. Matter of Hazardous Materials Joint Powers Agreement. On motion of Council <br /> Member Glaze, seconded by Council Member Corbett and carried unanimously, <br /> the City Council approved the Joint Powers Agreement between and among the <br /> cities of Hayward, Union City and San Leandro, creating a hazardous- <br /> materials, incident-response team. <br /> f. Council Member Santos requested a status report regarding his concern about <br /> the barricade on Billings Street and noted that he has observed numerous <br /> abandoned shopping carts all over the City. He asked that staff look into <br /> a program to control this practice. <br /> g. Council Member Faria suggested that the City look at adopting an ordinance <br /> to control the abandonment of shopping carts. <br /> h. Mayor Karp suggested that staff develop a creative program to discourage the <br /> abandonment of shopping carts. <br /> i . Council Member Corbett asked if additional sample testing would be done for <br /> pollutants at the San Leandro Creek. <br /> j. Council Member Glaze asked that staff explore donating the tree roses that <br /> will be removed from the East 14th Street Rose Garden and which will not be <br /> used in the Dutton/Dowling median to neighborhood groups. <br /> k. Council Member Polvorosa expressed his concern about the traffic on Fargo <br /> Avenue and asked staff to look at the possibility of installing stop signs. <br /> He indicated it was difficult for people to cross the street on Andover at <br /> Beatty. <br /> 1 . Council Member Perry asked whether a meeting had been held with Chumalia <br /> Street residents regarding downtown parking problems. Development Director <br /> Bill Rugg indicated that a meeting will be held in a couple of months. <br /> m. Council Member Perry noted that a number of budget hearings were being held <br /> by Alameda County and encouraged attendance. <br /> n. Council Member Perry asked if an administrative intern similar to the Mayor's <br /> administrative intern could be made available to City Council Members for <br /> special projects. Mayor Karp indicated affirmatively and asked that the <br /> Council submit any special projects to the Mayor. <br />
