Minutes - San Leandro City Council Meeting - July 16, 1990 Page - 10 - MISCELLANEOUS (continued): d. Matter of ABAG Proposed Regional Land Use Policy Framework for the San Francisco Bay Area. On motion of Council Member Perry, seconded by Council Member Polvorosa and carried unanimously, the City Council approved the City's response to the Association of Bay Area Governments' Proposed Regional Land Use Policy Framework for the San Francisco Bay Area, as discussed at its July 16 Work Session. e. Matter of Hazardous Materials Joint Powers Agreement. On motion of Council Member Glaze, seconded by Council Member Corbett and carried unanimously, the City Council approved the Joint Powers Agreement between and among the cities of Hayward, Union City and San Leandro, creating a hazardous- materials, incident-response team. f. Council Member Santos requested a status report regarding his concern about the barricade on Billings Street and noted that he has observed numerous abandoned shopping carts all over the City. He asked that staff look into a program to control this practice. g. Council Member Faria suggested that the City look at adopting an ordinance to control the abandonment of shopping carts. h. Mayor Karp suggested that staff develop a creative program to discourage the abandonment of shopping carts. i . Council Member Corbett asked if additional sample testing would be done for pollutants at the San Leandro Creek. j. Council Member Glaze asked that staff explore donating the tree roses that will be removed from the East 14th Street Rose Garden and which will not be used in the Dutton/Dowling median to neighborhood groups. k. Council Member Polvorosa expressed his concern about the traffic on Fargo Avenue and asked staff to look at the possibility of installing stop signs. He indicated it was difficult for people to cross the street on Andover at Beatty. 1 . Council Member Perry asked whether a meeting had been held with Chumalia Street residents regarding downtown parking problems. Development Director Bill Rugg indicated that a meeting will be held in a couple of months. m. Council Member Perry noted that a number of budget hearings were being held by Alameda County and encouraged attendance. n. Council Member Perry asked if an administrative intern similar to the Mayor's administrative intern could be made available to City Council Members for special projects. Mayor Karp indicated affirmatively and asked that the Council submit any special projects to the Mayor.
