Minutes - San Leandro City Council Meeting - August 6, 1990 Page - 6 - <br /> MISCELLANEOUS (continued) <br /> c. Matter of Proposed Alarm Ordinance Revisions. On motion of Council Member <br /> Glaze, seconded by Council Member Perry and carried unanimously, the City <br /> Council scheduled matter of review of amendments to Alarm Ordinance on <br /> September 4, 1990, City Council Agenda, after review with Chamber of <br /> Commerce, Manufacturers' Association and Homeowners Associations. <br /> PUBLIC HEARINGS <br /> a. Matter of Report of the Finance Director - Imposing Liens for Non-Payment <br /> of Refuse and/or Sewer Service Charges, List No. 90-1. <br /> - Staff Report <br /> This being the time and place for the Public Hearing on the above matter, <br /> John Jermanis, Finance Director, noted that this is the annual sewer and <br /> refuse Hearing and showed a list of bills which had not been paid. <br /> Carol Atwood, Assistant Finance Director, presented an updated list, showing <br /> 20 additional payments, and read the addresses of those properties. She <br /> said the City's Ordinance allows the City to lien the owners of property and <br /> send notices to the County. She said delinquent accounts are notified <br /> quarterly by the Finance Department and are given until July 31 to pay the <br /> bill or have the amount liened on the property taxes. She said both the <br /> tenant and the property owner are notified. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member Santos, <br /> seconded by Council Member Polvorosa and carried unanimously, the Public <br /> Hearing was closed. <br /> Council Member Glaze asked for a report regarding the City's mandatory <br /> garbage service and how it affected the area of the City serviced by Oakland <br /> Scavenger Company for Oro Loma Sanitary District. He also asked for a <br /> report regarding exemptions from service. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 90-171 (1221/1078) <br /> RESOLUTION APPROVING AND CONFIRMING REPORT OF <br /> THE FINANCE DIRECTOR AND <br /> IMPOSING A LIEN FOR <br /> NON-PAYMENT OF REFUSE AND/OR SEWER SERVICE CHARGES <br /> LIST NO. 90-1 <br /> Introduced by Council Member Glaze who moved its adoption, seconded by Council <br /> Member Perry and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
