Cable TV - Continuation of Annual Franchise Review. <br /> Mark Adcock, City Manager's Office, referred to Cable TV's response letter <br /> to the City Council 's nine questions and said that, based upon the responses <br /> from Cable TV and the review of the Franchise Agreement, there are no <br /> deficiencies in performance which would violate the Franchise Agreement. <br /> On motion of Council Member Polvorosa, seconded by Council Member Glaze and <br /> carried unanimously, the City Council directed that the 1990 Annual Review <br /> of Cable Television Franchise Performance be completed and that no material <br /> performance deficiencies requiring remedial action, as provided in the <br /> Franchise, have been reported to the City Council ; and, that City staff be <br /> directed to continue to monitor the performance of the cable company and <br /> pursue timely remedial action, as provided in the Franchise, in the event <br /> of any reported Franchise violation or cable company performance <br /> deficiencies. <br /> The City Council commended Mr. Lacey for the action that he has taken and <br /> for his positive approach. <br /> e. Council Member Santos thanked the City Manager and staff for their response <br /> on the barriers on Billings Street and Donovan Drive. <br /> f. Council Member Polvorosa complimented Reynolds and Brown on the Nordstrom <br /> Rack opening. <br /> g. Council Member Perry asked for a list of remaining recycling centers in San <br /> Leandro. She also noted that SB 2902 had been passed and it contained a <br /> provision for looking into small business problems as a result of the Loma <br /> Prieto Earthquake related to grants, funding, etc. She asked that staff <br /> follow up on this matter. <br /> h. Council Member Faria spoke regarding recycling. He noted recycling bins <br /> have been removed from the downtown Lucky's and asked what can be done to <br /> enforce the requirements for bins. He also noted a recycling guide produced <br /> by the Waste Management Authority. He also said that a new person had been <br /> hired at the Authority so a lot of activity will be taking place soon, <br /> including the matter of household hazardous waste disposal . <br /> i . Council Member Corbett said she also thought the recycling guide was <br /> excellent and she extended her compliments to the East Bay Conservation Corps <br /> for handing out the guide at the Art and Wine Festival . <br /> j . Mayor Karp spoke regarding the Measure D Initiative on the Alameda County <br />• Ballot. He noted that the market for recycled newspaper and dark glass has <br /> dried up. He said there is a lot of work to be done in recycling. <br /> k. Dick Randall , City Manager, spoke regarding the Alameda County Economic <br /> Development Program. He noted that additional Council Member positions have <br /> been added to the Advisory Board. The City Council asked for more <br /> information regarding the Economic Development Program such as composition <br /> of the Board and how the City's contribution to the Fund is utilized. <br />
