Minutes - San Leandro City Council Meeting - September 17, 1990 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> The Hearing was then opened to the public. <br /> Lee Bruner, representing the Alta Mira Club, said he felt the City's report <br /> was negative and was stacked to put the building out of business. He said <br /> the Club has worked for three months with the Board of Appeals to get repairs <br /> started on the building. He said he understands there are problems but the <br /> $40,000 is important to the day-to-day activities of the Club and without <br /> the $40,000 they cannot function. He was concerned that the matter of the <br /> $40,000 would get caught up in the issues that will be raised in the October <br /> 1 meeting and that they were not related. He said the Club did not intend <br /> to ask the City to finance the earthquake work and felt they could get the <br /> money from other sources. He felt funds might be available from various <br /> foundations because the building is the oldest in San Leandro and second or <br /> third oldest in Alameda County. He said he felt the October 1 Public Hearing <br /> has nothing to do with the long-range care of the building and, therefore, <br /> the City Council should move on this matter tonight. <br /> Mayor Karp asked, if the $40,000 was granted, did the Club understand all <br /> of the requirements that go along with HCDA grants. Mr. Bruner said they <br /> did understand those requirements and the $40,000 will cover major fire and <br /> building problems and allow the Club to stay in operation while seeking grant <br /> funding. <br /> The City Council asked questions regarding how the $40,000 would be spent. <br /> Mr. Bruner indicated that it would be used to perform the work required in <br /> Phase I of the Board of Appeals report. The City Council asked a number of <br /> questions related to the seismic work which is required to be done and how <br /> it fits into the Unreinforced Masonry Building program. <br /> Steve Meyers, City Attorney, indicated that it had been determined that the <br /> building is unsafe under the City's Hazardous Building Code and that there <br /> are safety issues related to the needed seismic work. Therefore, the Board <br /> of Appeals, rather than create separate standards and deadlines for the Alta <br /> Mira Club, had directed that the Alta Mira Club be included in the City's <br /> Unreinforced Masonry Building program and required to meet the same standards <br /> and deadlines. <br /> The City Council asked whether the building would be exempt from the <br /> requirements of the Unreinforced Masonry Building program since it was an <br /> historic building. Mr. Meyers indicated that the building must be repaired <br /> because it is an unsafe building. <br /> Bill Rugg, Director of Development, said a study was undertaken by an <br /> engineer in connection with the $40,000 funding and the engineer determined <br /> that the building was hazardous and must be brought up to existing codes. <br /> He said if the City Council approved the reallocation of the $40,000, staff <br /> would bring back an agreement indicating how the money would be expended. <br /> There being no comments from the public, on motion of Council Member Faria, <br /> seconded by Council Member Santos and carried unanimously, the Public Hearing <br /> was closed. <br />
