Minutes - San Leandro City Council Meeting - September 17, 1990 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> - 1989-90 Housing Assistance Plan (HAP). <br /> This being the time and place for the Public Hearing on the above matter, <br /> Mr. Klein stated that the Housing Assistance Plan is used by HUD to evaluate <br /> the use of funds to meet housing needs for lower-income households. He <br /> described some of the City programs that meet the requirements of the Housing <br /> Assistance Program and also said the City has allocated Redevelopment Agency <br /> Housing Set-Aside Funds to provide additional financing and project <br /> development for housing. <br /> The Hearing was then opened to the public. <br /> There being no comments from the City Council or the public, the following <br /> Resolution was then introduced: <br /> RESOLUTION NO. 90-206 (2096) <br /> RESOLUTION APPROVING THE CITY'S HOUSING ASSISTANCE PLAN (HAP) <br /> ANNUAL GOAL STATEMENT <br /> FOR THE PERIOD 1990-1991 <br /> UNDER PROVISIONS OF THE <br /> HOUSING AND COMMUNITY DEVELOPMENT ACT AND <br /> AUTHORIZING SUBMISSION THEREOF BY THE CITY MANAGER <br /> Introduced by Council Member Perry who moved its adoption, seconded by Council <br /> Member Corbett and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> A ABSENT: None ( 0 ) <br /> - Amendment to CDBG Program Activities -- Alta Mira Club. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Bill Rugg, Director of Development, said $40,000 had been approved for the <br /> Club to make improvements to their facility to try to address some of the <br /> neighborhood issues. These included air conditioning and painting the <br /> exterior of the building. He said it has now been determined that the <br /> building has seismic deficiencies and internal safety problems. It will cost <br /> approximately one-third of a million dollars to conform to existing codes. <br /> He said there was not enough information at this point to accurately forecast <br /> where the Club will be able to go from here. He said it was recommended that <br /> a process be established to hear testimony tonight from the Alta Mira Club, <br /> but continue tonight's Public Hearing to October 1 when the matter of use <br /> of the facility would be before the City Council in a Public Hearing. He <br /> further recommended that after the October 1 Public Hearing the City Council <br /> direct staff to develop a series of alternatives for long-range improvements <br /> to the Alta Mira building and staff would work with all interested parties <br /> and come back in the middle of October with solutions. He said at that point <br /> it could be determined whether the appropriation of the $40,000 was a <br /> reasonable part of the long-range program for the Alta Mira Club. <br />
