Minutes - San Leandro City Council Meeting - October 1, 1990 Page - 8 - <br /> PUBLIC HEARINGS (continued) <br /> Melinda Oliver, 213 Leo Avenue, said she lives next door to the Alta Mira <br /> Club. She said although she likes rock-and-roll , she prefers not to hear <br /> it from an outside source, particularly during dinner and late evening. <br /> She also referenced the Club's 1979 letter and said this is an example of <br /> the length of time that the neighborhood has been dealing with this issue. <br /> She said the Club has asked the neighborhood to be patient and she feels they <br /> have been. She said the Board of Zoning Adjustments' Conditions were worked <br /> out with representatives of the neighborhood and the Club. She said the Club <br /> should look at other sources of revenue than parties. She also said she did <br /> not feel there was a problem with choral groups, etc. , but if the Club had <br /> parties they should follow the Board of Zoning Adjustments Conditions. <br /> Lawrence Cappuccio, 210 Leo Avenue, said he has represented the neighborhood <br /> in meetings with the Planning Department and feels that the Conditions set <br /> by the Board of Zoning Adjustments should be followed. He noted that air <br /> conditioning was supposed to have been installed in the Club but would not <br /> now be installed so it might be difficult for the Club to keep the doors and <br /> windows closed. He said when the Club has hired a security guard in the <br /> past it has not been effective. <br /> Glenn Hilton, 687 Pershing Drive, President of Best Manor Homeowners <br /> Association, said he is happy the Club is in the homeowners association <br /> boundary. He said the ladies who operate the Club are not a problem, the <br /> problem is the noise. He said when there is noise, the neighbors should call <br /> the police. <br /> Lee Bruner, attorney for the Alta Mira Club, said amplified music is needed <br /> at the Club and any sound level which is imposed should be reasonable. <br /> There being no further comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Perry and carried unanimously, the Public <br /> Hearing was closed. <br /> The City Council again discussed noise levels and the Municipal Code section <br /> related to noise. Steve Meyers, City Attorney, said the Municipal Code was <br /> subjective related to noise. Council Member Glaze said he felt it was <br /> subjective but closer to the intention of the City Council . He said keeping <br /> the windows and doors closed had to be monitored by the Club. He said he <br /> felt that use of a security guard was a good idea. He said he did not agree <br /> with the matter of no amplification, but the Club should be required to meet <br /> the other Conditions. <br /> The City Council further discussed the possibility of using a guard and of <br /> modifying the decibel requirement. <br />
