Minutes - San Leandro City Council Meeting - October 1, 1990 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> On motion of Council Member Santos, seconded by Council Member Faria, with <br /> Council Member Corbett abstaining, the City Council granted the Appeal and <br /> amended the Conditions of Approval to: <br /> (1) Delete Item 1 .A. <br /> (2) Modify Item I .B. to read: <br /> Sound levels for activity on the premises shall not exceed 65 dBA <br /> (decibels/A Scale) at the exterior property lines of the Club. <br /> (Note: the numerical standards in this condition could be modified <br /> based on an acoustical report by an acoustical engineer. ) <br /> Staff was directed to develop criteria for assigning uniformed security <br /> guard based upon the type and size of activity. <br /> All other conditions as recommended by the Board of Zoning Adjustments were <br /> confirmed and approved. <br /> MISCELLANEOUS <br /> a. Council Member Santos said he is disappointed that the Daily Review has not <br /> assigned a reporter to cover San Leandro. Mayor Karp noted that an interim <br /> reporter had been assigned but was ill and unable to cover tonight's meeting. <br /> b. Council Member Santos discussed an article in USA Today regarding the high <br /> use of automobiles in the United States and the impact on traffic, gasoline <br /> use, and highway maintenance. He said the article stated that "gridlock <br /> nightmare" could eventually occur if Americans do not utilize alternative <br /> transportation. <br /> c. Council Member Corbett commended Mark Adcock on his memo and participation <br /> in the Partnership in Education Program. <br /> d. Council Member Glaze said that the resurfacing on Wicks Boulevard had caused <br /> major traffic problems because Wicks Boulevard was closed in one direction. <br /> He said traffic was backed up for a full mile and the asphalt trucks were <br /> detoured to Manor Boulevard, creating unacceptable traffic problems in the <br /> residential areas. He said Wicks should have been closed at non-commute <br /> times or some other method for detouring traffic should have been used. <br /> e. Council Member Glaze discussed the disagreement between ACTEB/ACAP and the <br /> City of Berkeley, and thanked City Attorney Steve Meyers for his advice. <br /> He said San Leandro is lucky to have Steve Meyers. He said all Alameda <br /> County cities are losing as a result of the dispute, and that he may <br /> eventually recommend that San Leandro withdraw from ACTEB/ACAP. <br /> f. Council Member Perry said she agreed with Council Member Glaze regarding <br /> ACTEB/ACAP and Berkeley and also thanked Steve Meyers for his advice. <br /> g. Council Member Perry also commented regarding the Partnership in Education <br /> Program and said a voter registration program should be initiated in the <br /> schools and that a video tape is available. <br />
