Matter of Intention to Vacate a Public Right-of-Nay, an Excess Portion of <br /> Teagarden Street at Marina Boulevard. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Rob Caughell , Administrative Assistant, Engineering and Transportation <br />• Department, said this vacation was a follow-up to the property acquisition <br /> program for Marina Boulevard. He said Teagarden was realigned with Wayne <br /> Avenue and this left an excess parcel on Teagarden. He said the excess <br />• property would be deeded to the owner of the Safeway Preserve Plant as <br /> replacement for on-street parking eliminated on Marina Boulevard. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member Faria, <br /> seconded by Council Member Santos and carried unanimously, the Public Hearing <br /> was closed. <br /> The following Ordinance was then introduced: <br /> ORDINANCE NO. 90-021 (1007) <br /> AN ORDINANCE VACATING A PORTION OF A PUBLIC STREET <br /> KNOWN AS TEAGARDEN STREET <br /> Introduced by Council Member Polvorosa, who moved that it be passed to print, <br /> seconded by Council Member Faria, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Polvorosa, Santos; <br /> Mayor Karp ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Perry ( 1 ) <br /> b. Matter of Annual Review of Development Fees for Street Improvements (DFSI) <br /> and Compliance with AB 1600 of DFSI Appropriations. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Roy Parker, Acting Director, Engineering and Transportation Department, said <br /> the purpose of the Public Hearing was to request approval from the City <br /> Council of the 1990-91 DFSI Capital Improvement Program 5-year program <br /> through 1994-95. He said the Municipal Code requires an Annual Review of <br /> the condition of the DFSI fund. He said the DFSI was approved as part of <br /> the Master Plan of City Streets and that the current charge is $1 ,000 per <br /> p.m. peak-hour trip. He said the DFSI is overcommitted by approximately <br /> $591 ,000. <br /> The City Council asked questions regarding the list of intersections in the <br /> Capital Improvement Program and asked if staff would come back to the City <br /> Council for approval to construct these improvements. Staff responded that <br /> • the City Council always had the option to make changes to the program. <br />
