Minutes - San Leandro City Council Meeting - November 5, 1990 Page - 6 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Parker said AB 1600 mandates that private development fees cannot be used <br /> to correct past shortcomings in the street system as of January 1, 1989. <br /> He said the deficiency has to be caused by new development in order to use <br /> those private development fees. He said there were four intersections that <br /> had problems when the Master Plan was adopted and there are sufficient funds <br /> available for improvement at those four intersections. <br /> The Hearing was then opened to the public. <br />• <br /> There being no comments from the public, on motion of Council Member Santos, <br /> seconded by Council Member Faria and carried unanimously, the Public Hearing <br /> was closed. <br /> On motion of Council Member Faria, seconded by Council Member Glaze and <br /> carried unanimously, the City Council approved the 1990-91 DFSI five-year <br /> Capital Improvement Program plan. <br /> MISCELLANEOUS <br /> a. Matter of Appointment of Paul Miller to the Marina Master Plan Citizens <br /> Advisory Committee. On motion of Council Member Santos, seconded by Council <br /> Member Corbett and carried unanimously, the City Council approved the <br /> appointment of Paul Miller to the Marina Master Plan Citizens Advisory <br /> Committee. <br /> b. Mayor Karp requested that the City Council place a Resolution supporting <br /> appeal of SB 2557 on the Agenda. He noted it required a two-thirds vote of <br /> the City Council to place this matter on the Agenda. <br /> On motion of Council Member Santos, seconded by Council Member Polvorosa and <br /> carried unanimously, the City Council placed the matter on the Agenda. <br /> The City Council noted that the State is balancing its budget at the expense <br /> of California cities. Council Member Santos noted the County is being <br /> required to charge for booking fees and for collecting property taxes. He <br /> said the League of California Cities sent a strong message to Sacramento that <br /> the cities cannot be expected to solve the State's financial problems. <br /> Council Member Glaze said he agreed with all of Council Member Santos' <br /> points, however, he said he would be abstaining on this Resolution because <br /> he felt it should have been placed on the Agenda as a regular Agenda item <br /> and it was not appropriate to put it on as an emergency item. <br /> Dick Randall , City Manager, explained that the impact on San Leandro as a <br /> result of SB 2557 could be from $250,000 to $470,000 per year. <br />
