• <br /> Minutes - San Leandro City Council Meeting - October 15, 1990 Page - 4 - <br /> ORDINANCES ADOPTED <br /> ORDINANCE NO. 90-018 (1217-2) <br /> AN ORDINANCE AMENDING ORDINANCE NO. 80-058 <br />• RELATING TO A FRANCHISE TO <br /> OAKLAND SCAVENGER COMPANY, INC. , <br /> TO CONSTRUCT, OPERATE AND MAINTAIN A SOLID-WASTE TRANSFER STATION <br /> WITHIN THE CITY OF SAN LEANDRO, <br /> ESTABLISHING OPERATING REQUIREMENTS AND IMPOSING A FRANCHISE FEE <br /> Introduced by Council Member Santos, who moved its adoption, seconded by Council <br /> Member Polvorosa, and carried by the following called vote: <br /> AYES: Council Members Faria, Perry, Polvorosa, Santos; Mayor Karp ( 5 ) <br /> NOES: Council Member Glaze ( 1 ) <br /> ABSENT: Council Member Corbett ( 1 ) <br /> MISCELLANEOUS <br /> a. Matter of Findings of Fact; PD-89-1 ; Shopping Center at the Southeast Corner <br /> of Lewelling Boulevard and Washington Avenue. <br />• Steve Meyers, City Attorney, explained that Findings of Fact are required <br /> because the City Council denied the Application for PD-89-1 . <br /> On motion of Council Member Glaze, seconded by Council Member Perry, with <br /> Council Member Santos voting no, the City Council approved the Findings of <br /> Fact. <br /> b. Matter of Approval of Finance Director's Report on Calculation of Business <br /> License Fee Adjustments, Effective January 1, 1991 , as Specified by Ordinance <br /> No. 87-022. <br /> John Jermanis, Finance Director, explained that the Municipal Code requires <br /> the Finance Director to make calculations to adjust business license fees <br /> annually. He said it is proposed to continue the flat-rate unit fees, <br /> adjusted according to the All Urban Consumer Price Index. He said a copy <br /> of the staff report on this matter has been sent to the Chamber of Commerce, <br /> the Manufacturer's Association, and the Apartment Owners' Association. He <br /> said the report must be approved by the City Council so that an ordinance <br /> can be prepared for the November 5, 1990, City Council Meeting and so that <br /> new forms can be ordered for 1991 business licenses. <br /> The City Council asked how often the fees would be reviewed, and how the All <br /> Consumer Price Index compares to others. <br /> On motion of Council Member Glaze, seconded by Council Member Polvorosa and <br /> carried unanimously, the City Council approved the Finance Director's Report <br /> and directed the City Attorney to prepare the Ordinance. <br />
