Council Member Glaze said that residents should have been informed about the <br /> new techniques used in the street paving program, such as cape seal , and <br /> requested that this be done in the future. <br /> d. Council Member Polvorosa said he has received calls regarding the dip and <br /> the blind left turn at Andover and Fargo and concerns regarding the safety <br /> of school children. He also noted that this intersection is used to bypass <br /> Manor Boulevard. He feels there is a need for traffic controls because of <br /> the proximity of two schools, a fire station, and Greenhouse Market Place, <br /> as well as the impact of the blind left turn and the dip. <br /> e. Council Member Perry spoke regarding gang activities at San Leandro High <br /> School . She said the increased police patrols are visible and appreciated, <br /> but noted an increase in graffiti in the area. <br /> f. Council Member Polvorosa noted debris in San Leandro Creek needs to be <br /> cleared out by Alameda County Flood Control , and that rats have been seen <br /> in the creek. The City Council expressed concern about the lack of routine <br /> maintenance by Flood Control of their facilities in San Leandro and requested <br /> that a letter be sent to the Board of Supervisors about this matter. <br /> g. Mayor Karp made several comments. He noted the Earthquake Symposium on <br /> October 16, sponsored by Best Manor Homeowners Association, at the Library. <br /> He noted the Dare-to-Care Program on October 24 at the Library and <br /> distributed Red-Ribbon Buttons to the City Council . He said the Sierra Club <br /> has sued the Metropolitan Transportation Commission to stop all highway <br /> construction until emission controls are instituted. <br /> h. Al Gillock, Bonaire Civic League, said the Flood Control canals contain <br /> debris and weeds.
