Minutes - San Leandro City Council Meeting - December 17, 1990 Page - 5 -
NEW BUSINESS (continued)
F. An Ordinance Establishing the Compensation of the Mayor (establishes the
salary of Mayor at $2,546 per month) .
- Pass to Print
Council Member Glaze said that this was a difficult matter for the City
Council Mayor's Ad Hoc Committee on Compensation to review. He said the
Committee looked at the position of Mayor rather than the person serving
in the position. He said they looked at the salary at the time of the
previous Mayor and determined what his salary would be if he were still
in office today. He said they looked at the salary of previous Mayor
Gill and calculated compensation and adjustments from that period to
today, looking at this as an equity adjustment rather than a salary
increase. He said, in addition to equity, it is also necessary for the
City Council to tell the Mayor he is doing a good job; and he said Dave
Karp could not possibly be paid enough salary to compensate for the work
that he does for the City. He said Mayor Karp has obtained funding for
all kinds of City programs, such as transportation and dredging, and
has done an outstanding job.
Mayor Karp thanked the Committee for their findings. Mayor Karp also
noted a letter from Associated Homeowners of San Leandro, Inc. , stating
the position of Mayor should be part time. Mayor Karp described the
history of the position of Mayor since it has been a directly elected
position and expressed his thoughts on why a full -time Mayor is necessary
for the City of San Leandro. He described work done by previous Mayors
and described, in detail , the types of activities which he undertakes
in his position in his role as Mayor. He noted the many activities in
which he is involved and the funding which he has been able to obtain
for the City, including funding related to dredging of the San Leandro
Marina, soundwalls, Measure B funds for Marina Boulevard, funding for
street repairs, and funding for the Route 61 studies, among other
activities. He said he felt his primary role was to serve the community,
he never turns down requests to attend any community-related activities,
and he is proud to serve as Mayor.
Council Member Perry said she agreed that, in looking at the position,
the matter of the position rather than of the person in the position
should be considered. She said she had a problem with the trend being
established for the position for the future. She expressed concern
regarding the timing and said she felt any adjustments to the Mayor's
salary should be made in concurrence with the budget cycle. She said
there are many budgetary factors which must be taken into consideration
at this time, such as the increased fees which the City must pay to the
County. She said, in addition to looking at the Mayor's salary, the
Council should also be looking at City Council and employees' salaries .
She said she was concerned with the practice of comparing increases in
the Mayor's salary to those given to full -time City employees and said,
instead, she favored either a standard increase or a step increase
•
